Job Summary

Banja La Mtsogolo (BLM) is a Malawian Non-Governmental Healthcare Organization established in 1987. BLM provides quality Family Planning and Reproductive Healthcare including HIV/AIDS information and interventions. BLM is a senior member of the MSI Reproductive Choices partnership which works in 37 countries globally. BLM exists to improve the quality of life in Malawi through family planning and reproductive health care services. BLM serves over 800,000 clients annually and makes a significant contribution to national family planning objectives. The organization has a national coverage, operating through 23 clinics, and numerous outreach clinic sites.

ROLE PURPOSE


The Procurement Officer is responsible for execution of procurement processes at operational level, ensuring timely, cost efficient and compliant procurement.

Key Responsibilities

KEY RESPONSIBILITIES


Procurement process management

  • Provide adequate and timely procurement support to all programme activities, including appropriate supplier contract management, acquisition of goods and services.
  • Ensure all procurement is compliant with donor and BLM procurement procedures/requirements
  • Ensure the appropriate, compliant and accurate usage of procurement systems and tools
  • In collaboration with cost centre managers, develop procurement plans
  • Implement, review and monitor procurement plans for all projects to ensure adequate lead time
  • for timely procurement and delivery of good and services
  • Manage the timely supplier prequalification exercise and approval process
  • Manage supplier relations and performance
  • Ensure all purchasing KPI’s are achieved
  • Ensure all procurement requests are coded correctly
  • Report Supply Chain performance to Procurement Manager on a quarterly basis
  • Processing and managing international procurements in line with global procurement policy and guidelines from MSI London Support Office
  • Ensure maintenance of the procurement Tracker
  • Monitor the progress of all orders, in particular following up orders awaiting approvals to ensure
  • they do not get delayed in the system
  • Check procurement paperwork prepared by relevant procurement staff
  • Ensure vendor vetting processes are done on time


Anti-Fraud, Bribery and Corruption

  • Ensure protocols and processes are in place and strictly adhered to.
  • In collaboration with the Director of Corporate Services ensure that all procurement and related systems procedures are implemented and evidenced across all functions.
  • Manage systems for the prevention and detection of fraud and ensure internal controls are strictly adhered to
  • Induct all suppliers with MSI/BLM applicable policies (Anti-Fraud and Bribery, Safeguarding)


QUALIFICATIONS, SKILLS AND EXPERIENCE


  • Bachelor’s Degree level in Business Management, supply chain management, or other relevant degree.
  • Should be a member of the Malawi Institute of Procurement and supply chain management.
  • Fluent in both oral and written English.
  • Proven experience and knowledge with procurement functions and donor procurement rules.
  • Excellent communicator at all levels.
  • Solid organizational skills, including multitasking, time-management and results oriented.
  • Excellent analytical and negotiation skills
  • Excellent computer skills: Outlook, excel, Powerpoint and word.
  • Ability to establish and maintain cordial relationship with internal and external stakeholders.
  • Ability to demonstrate commitment to BLM’s mission and organisational values
  • Must be prochoice.
