Job Description

Arizona State University (ASU) is recruiting applicants for the following position: Workforce Development Specialist for the Strengthening Higher Education Access in Malawi Activity (SHEAMA).

SHEAMA is a USAID-funded activity implemented by Arizona State University with its consortium partner Overseas Strategic Consulting, Ltd. The objective of the project is to increase Malawi’s skilled, employable workforce by expanding access to higher education, especially for adolescent girls and young women, persons with disabilities and other vulnerable populations.

Positiuon: Workforce Development Specialist (FULL-TIME) – 1 POST



ROLES AND RESPONSIBILITIES:


  • Design and lead activities that will increase opportunities for vulnerable adolescent girls access to post-secondary training and market-driven workforce development activities leading to employment or self-employment.
  • Develop and maintain strong linkages with relevant stakeholders to advise on higher education curricula, provide internships and training opportunities, mentoring, and other pathways to permanent employment.
  • Promote strong, productive relationships between higher education institutions and labor market players; ensure that post-secondary training and certification programs are linked to growth areas of the labor market.
  • Advise on measures to ensure sustainable project interventions.
  • Work with team members to promote innovative education delivery methods to increase training quality and access for youth in rural areas.
  • Contribute to all program reports (quarterly, annually, others).
  • Provide input to other program activities as needed.



QUALIFICATIONS AND BACKGROUND:


  • Education: Bachelor’s Degree in Education, Economics, or relevant discipline. Master’s preferred.


Work Experience:

  • At least 5 years’ progressively responsible experience in designing, managing, and implementing programs to improve workforce readiness and entrepreneurship among youth (rural young women in particular).
  • Experience working with universities, industry/private sector representatives, secondary schools, government officials (at national, regional, and local levels), NGOs, and other education stakeholders to increase access to post-secondary training, employment, and entrepreneurship opportunities.
  • Experience collaborating with higher education institutions and employers
  • Experience working to improve the ability of post-secondary graduates to gain access to training, start-up capital, workforce readiness skills, soft skills, etc. resulting in promising employment and self-employment in growth areas.
  • Knowledge of Malawi labor market.
  • Demonstrated ability to design and implement activities that successfully address financial, educational quality, and socio-cultural barriers to girls and other vulnerable youth training and employment.
  • Familiarity with education and labor policy and GoM decentralization processes.
  • Experience working on USAID-funded projects preferred
  • Experience in skills training curriculum design and review helpful.
  • Ability to develop and implement activities in collaboration with universities, the private sector and other stakeholders.
  • Demonstrated effective interpersonal skills, training skills, creative problem-solving, conflict, and ethical management skills.
  • Familiarity with USAID regulations, policies, and procedures or those of an equally complex international government funding organization.
  • Familiarity with use of technology solutions in education.
  • Fluent English required; additional language skills (Chichewa) desirable.
  • Excellent written and oral communication skills.
  • Computer literate in word processing, spreadsheet, and presentation software.
