GIZ is recruiting A TECHNICAL ADVISOR FOR CONSTRUCTION ENGINEERING based in Lilongwe who will support construction of a new ward for infectious diseases (such as COVID-19), including previous demolition of an existing building, at Zomba Central Hospital. This construction component is part of a project to strengthen infrastructure and capacities for pandemic response in Malawi. The project is implemented though the German Government and Federal States Programme in close partnership with the Malawi German Health Program cooperating closely with the German Federal Chancellery of the Free State of Thuringia and the NGO Zomba Hospital Project.


Position: TECHNICAL ADVISOR FOR CONSTRUCTION ENGINEERING


ln the German Government and Federal States Programme (Bund-Lander-Programm, BLP) the German government and the German federal states cooperate in international Development Cooperation. Since 2015, projects have been implemented worldwide through the programme.

This will initially be a 75% FTE position but may become a 100% position in the future. The successful candidate would start the position as soon as possible. The contract is a fixed term contract and will run until 31.12.2022.


A. General Responsibilities

• Coordination for the construction component and all related activities.
• Managing the communication and technical and administrative processes between the project, the contractors, including the architectural office and executing companies, the GIZ construction unit and contracts unit at GIZ’s German headquarters and the procurement unit at the county office in Lilongwe in all required processes for construction measures.
• Advising involved stakeholders (i.e. government partners, companies and communities) in the demolition and construction processes and provide supervision in the overall implementation.
• Coordination with the national partners as well as the international partners from the German
• Government and Federal State Program, the Malawi German Heath Program and the Zomba Hospital Project.
• Preparation of tender documents and processes in line with GIZ processes and regulations
• Supervision and liaising with contractors to ensure efficiency and compliance of the demolition and construction processes.
• Support final acceptance and handover of the building to Zomba Central Hospital
• Manage the monitoring and evaluation of the construction component, i.e. compilation of information, M&E reports, photos, etc.

B. Specific Duties/Responsibilities

• Ensures effective overall communication and sharing of information on construction processes including presentations to different stakeholders.
• Ensure that building permit is acquired and that all local administrative requirements are complied with.
• Manage the design end planning of construction activities (technical. implementation, timeframes and budget) in coordination with relevant partners.
• Validate construction designs together with all relevant stakeholders (Zomba Central Hospital, Zomba Hospital Project), drawings, Surveys, specifications and Bills of quantities before activities are implemented.
• Accompany technical appraisal with the Public Works Office, Zomba Central Hospital and other relevant partners. Obtain any expert opinions necessary.
• Develop operational plans and schedule for program implementation plan and manage budgets.
• Prepare tender documents and support the GIZ country office in the preparation and implementation of contracts.
• Monitor progress and compliance of construction work and provide regular feedback on progress, Quality of constructions and challenges to the supervisor.
• Coordinate the implementation of demolition and construction with all relevant parties.
• Liaise with contractors and suppliers to ensure timely delivery of goods and services. Check progress reports and invoices of partners and/or companies against original budgets and proposals.
• Ensure sustainability, including full documentation and capacity development measures and supervision of stakeholders to enhance technical and maintenance skills.
• Represent the project in meetings and workshops as necessary.
• Support final acceptance and handover of construction works to Zomba Central Hospital.
• Ensure complete documentation of the construction and rectification of deficiencies, if necessary.
• Provision of advisory services to the Malawi German Health Programme (MGHP) and other GIZ Programmes on construction related matters.
• Performs offer duties and tasks at the request of the Team Leader.

C. Required qualifications, competences and experience

• Master’s degree in Engineering with focus on construction civil engineering
• Proven track record of minimum 10 years’ work experience in engineering/construction , of which at least 3 years experience in constructions in the health sector.
• Very good English language skills — spoken and written. German language skills would be an asset.
• Strong social, interpersonal and communication skills.
• Team player.
• Demonstrated creativity, flexibility and comfort in working with diverse populations in varying circumstances.
