Technical Advisor – District Coordination & Watershed Management

Job Description

As a federal enterprise, the Deutsche Gesellschaft Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objective in the field of international cooperation for sustainable development. GIZ operates in more than 130 countries around the globe. In Malawi, GIZ has been working for more than 50 years. Malawi is a priority for German international cooperation and currently focuses on three priority areas: education, health and private sector development in rural areas. In addition to our work on these areas, we also work on public financial and economic management and social protection.

  1. Background

The German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned GIZ to implement the Social Protection Programme (SPP) in Malawi. The SPP programme has been operational in Malawi since 2015 and has entered its second phase (2018-2021).

GIZ SPP seeks to support the Government of Malawi to strengthen the coordination and implementation of the Malawi National Social Support Programme II (MNSSP II). MNSSP II is the overarching framework for the implementation of the national social protection policy. It has 5 pillars including consumption support, resilient livelihoods and shock sensitive social protection, systems strengthening and linkages. GIZ is working closely with the Poverty Reduction and Social Protection Division (PRSP) in the Ministry of Economic Planning and Development and Public Sector Reforms.

In the second phase of the GIZ SPP, implementation has commenced in 9 districts in the central region and 11 districts in the southern region.

To successfully implement this programme, GIZ is looking to recruit a Technical Advisor – District Coordination & Watershed Management.

Position: Technical Advisor – District Coordination & Watershed Management


Reporting to the Regional Hub Manager the Technical Advisor – District Coordination & Watershed Management is responsible for:

  • Ensuring effective support to district councils and other district actors within the central region hub in the implementation of Public Work and Watershed management and harmonised district coordination.
  • Ensuring smooth flow of information between the regional hub, the SPP national office and other involved stakeholders on public works and watershed management.
  • Contributing technical expertise for the implementation of the MNSSP II on the responsible topics.


  • Provide direct support to the 9 districts of the central hub (including few districts in the northern region) in planning, implementing and monitoring Public Works Program and Watershed Management activities.
  • Support Regional Technical Advisor on Integrated Watershed Management based in Lilongwe to document lessons learned, challenges on responsible topics and facilitate improvements at district and central level.
  • Support organization of training and other capacity building interventions on Integrated Watershed Management in the central region hub districts.
  • Provide direct technical expertise at national level for the implementation of the harmonised district coordination approaches and other MNSSP II responsible topics.
  • Support district implementation on the MNSSP II harmonised district coordination topic and capacity building on harmonised district coordination TORs
  • Coordinates relevant project activities at district level in consultation with Development Advisors, Junior Technical Officers, and Central Hub technical team and district level partners on harmonised District Coordination.
  • Provide backstopping support to the district council on implementation of harmonised district coordination approaches including capacity building on TORs for district coordination.

Other duties/additional tasks

  • Provide technical support in management of consultancy contracts on Enhanced Public Works Program evaluation
  • The officer performs other duties and tasks at the request of the Central Hub Manager.

Qualifications and experience

  • A Bachelor’s degree in Agriculture, Natural Resource or Environmental Management or related fields.
  • 5 years’ work experience in the areas of social protection, natural resource or environmental management, community development or similar areas.
  • Familiarity with the concepts of Integrated Watershed Management.
  • Excellent communication skills, including ability to facilitate diverse groups.

Working conditions

The position is based in Lilongwe with frequent travel to 9 surrounding districts in the central and northern region.
