1. Background

The Government of Malawi (GoM) has applied for financing from the World Bank toward the cost of the Southern African Trade and Connectivity Project (Project) to support efforts to reduce trade costs and time, increase access to improved infrastructure, and increase value chain development in targeted corridors of Malawi and Mozambique. The Project will be implemented over a period of 6 years. The Project will be managed by a Program Management Unit (PMU) under the Ministry of Transport & Public Works that will be responsible for the implementation of all infrastructure investment components. The PMU structure will include a multisector technical team comprising staff from various ministries and departments attached to the project as well as a team of fiduciary consultant staff recruited to support the implementation of the Project.

The Roads Authority now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for the following positions:

Project Support positions

Position: SOCIAL SAFEGUARDS SPECIALIST (Individual Consultant)

Skills and Expertise required


The Social Safeguards Specialist must have the following qualifications and expertise:

  •  At least a bachelor’s degree in Social Sciences such as Sociology, Social Development, Development Studies or other areas relevant to the assignment and strong analytical skills. Master’s degree will be an advantage;
  •  At least 5 years of experience in social management and monitoring of of transport projects or engineering projects especially in the road sector or similar large infrastructure works/projects; experience with international development organizations in developing countries, preferably in Africa
  •  Have thorough working knowledge of World Bank environmental and social safeguards policies, especially Environmental Assessment (OP/BP 4.01), Involuntary Resettlement (OP/BP 4.12) and Pest Management (4.09); and have demonstrated experience in successfully preparing ESIAs, ESMPs and RAPs by World Bank standard;
  •  Knowledge of social development issues associated with large projects;
  •  Knowledge of similar international donor social development guidelines and safeguard policies;
  •  Familiarity with Government of Malawi standard procedures and practices with regards to infrastructure construction projects will be a plus; thorough understanding of social regulatory framework will be a plus;
  •  Fluency in English is required and knowledge of local languages is an advantage;
  •  Excellent oral and written communication skills;
  •  Computer literacy essential;

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
