World Vision International in Malawi is currently looking for dedicated professional Christians to fill the vacant positions below for the anticipated Global Fund HIV/AIDS, TB and Malaria program to be implemented during 2021 — 2023 implementation period in Malawi. Indoor Residual Spraying (IRS) Technical Officer (Grade 13) — 3 Positions-Based in Mangochi, Balaka and Nkhatabay

Purpose of the position:

The IRS Technical Officer will have a responsibility for technical guidance in the planning and implementation of quality Indoor Residual Spraying at district level. The Technical Officer will be responsible for providing technical guidance in trainings, operational site management and construction soak pits, wash bays and stores in the districts. The Technical Officer will also include accountability in the areas of: annual project reports, annual work plans and other documentation needed to demonstrate program progress.

Major Responsibilities

  • Develop and conduct IRS training and vector control programs focusing on IRS campaigns in compliance with environmental rules and regulations;
  • Oversee development of IRS-specific strategic and annual work plans at both project and country levels to achieve project goals and specific IRS program targets;
  • Develop indicators and targets for overall project and individual country IRS programs;
  • Coordinate directly with the MOH/NMCP to increase the government’s capacity to deliver IRS services at the community level;
  • Oversee the development and analysis of monthly and annual reports as required to document progress of the IRS program, measure impact, and present results to national Office Program Management Unit.
  • Responsible for ensuring that operational sites are maintained and renovated before actual spraying starts to the required standards
  • Developing IRS Spray Calendars in readiness for Spray Operations in the district
  • Reviewing, updating all training materials and training outlines agendas and facilitate training for IRS key players
  • Support the Smooth and timely flow of logistical resources from the project through sound planning. procurement and review processes coordination

Qualifications: Education/Knowledge/Technical Skills and Experience

  • Bachelor’s Degree in public health, entomology, tropical diseases, vector control, or other related area preferred
  • Experience implementing IRS programs in Malawi
  • At least three years of demonstrated experience designing and implementing IRS programs, including training local spray teams and implementing quality control programs in the field;
  • Demonstrated experience in planning and conducting pesticide evaluations to meet national and international environmental rules and regulations;
  • At least three years’ experience supporting large international projects with a focus on providing technical assistance to host country counterparts;
  • Strong English language skills, both spoken and written
  • Computer proficiency in MS Office applications, statistical analysis applications, presentation applications, e-mail and the internet
