CARE is an International Non-Government Organization and works in 95 countries around the world to support more than 890 poverty-fighting development and humanitarian-aid projects in the improvement of livelihoods and capacities of poor and marginalized households especially women and girls. In Malawi, CARE works in collaboration with the Government of Malawi and local partners.

CARE Malawi is inviting applications from suitably qualified persons to fill the position of Social Accountability Manager which is available in Traction Project and is based in Lilongwe.

Position: Social Accountability Manager

Traction Project Overview

The project tackles solvable elements of the complex problems that hold back growth and effective public service provision in Malawi. The project seeks out and brings together individuals and organizations with the motivation, influence/credibility and experience to find solutions, then supports them to deliver change. The project works with partners who come from across society including citizen groups, private companies, entrepreneurs, traditional leaders, academics, civil servants and politicians.

Role Purpose

The Social Accountability Manager shall be responsible in ensuring the effective operational delivery pf the social accountability component of Traction, led by CARE, in the next 12 to 18 months of the project. Reporting to the Team Leader, S/he will be based in the Traction’s Management Unit (PMU) in Lilongwe.

Specific responsibilities of the position include the following:
  • Drive the delivery of social accountability activities by managing the effective delivery of inputs from four long term technical advisors from CARE, a pool of short-term advisors from different agencies and other members of Traction team.
  • Manage work plan, tracking, budget management and reporting and also manage the LTTA and IT consultants and volunteers under the social accountability STTA pool.
  • Undertake results monitoring and ensure reporting for the Social Accountability component to the PMU senior management, CARE, donor is well planned.
  • Lead on planning and convening workshops to validate data and analysis, to build awareness and mobilize key stakeholders, to build capacity of community agents and to advocate for change at a local, sub-national and national level.
  • Ensure PMU systems work effectively and are well maintained for delivery of the project.

Required minimum qualifications and experience

  • Bachelor’s Degree in Development studies, Governance or any other related field.
  • At least 3 years of project management experience in governance programming
  • Experience in managing complex teams, with a dispersed pool of consultants
  • Proven experience (at least 3 years) with donor funded programs involving multiple private donors’ partnerships and stakeholders including government, civil society and community-based structures. Ideally experience of working on commercial contracts.
  • Knowledge of gender-responsive programming.

  • Excellent project management skills
  • Solid knowledge of the Malawi government (national and district), public service and civil society structures and actors
  • Good networking skills and ability to manage relationships with multiple stakeholders
  • Excellent critical thinking and problem-solving skills
  • Strong interpersonal and leadership skills, with the ability to manage up and across teams
  • Good understanding of M&E
  • Fast learner, self-starter
  • Ability to act independently, multitask and work in a fast-paced environment
  • Rigorous planner and proven ability to effectively delegate responsibility.
