Job Description

Expanding Malawi HIV/AIDS Prevention with local Organizations Working for an Effective Epidemic Response (EMPOWER).
CHAM’s Consortium is currently seeking several positions to support the USAID-funded Expanding Malawi HIV/AIDS Prevention with local Organizations Working for an Effective Epidemic Response (EMPOWER) program. The EMPOWER Activity will support implementation of the larger President’s Emergency Plan for AIDS Relief (PEPFAR) and the national HIV response in Malawi. EMPOWER is a five-year program with the goal of preventing new Human Immunodeficiency Virus (HIV) infections in targeted populations in PEPFAR priority districts in Malawi. EMPOWER will strive to increase use of proven, high impact, HIV prevention interventions by high-risk and underserved populations. A further objective is to identify undiagnosed HIV- infected persons (HIV case finding) and link them to life-saving antiretroviral treatment (ART).


The Senior Technical Advisor, Monitoring and Evaluation individual will lead VMMC monitoring and evaluation efforts. S/he shall develop monitoring, evaluation and reporting (MER) systems that include appropriate indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting.

S/he will have the following qualifications and experience:

Educational Requirements:

  • A Master’s Degree or higher in Public Health, Social Sciences, or other relevant discipline.
  • Minimum 8 years working on monitoring and evaluation in the public health and HIV fields.
  • Demonstrated expertise in designing rigorous quantitative and qualitative data collection systems and methods for data analysis.
  • Hands-on practical experience setting up and managing MER systems for health programs in developing countries, and the ability to coach and train others in their use.
  • Knowledge of M&E issues and indicator development for HIV prevention and service delivery strengthening related to HIV/AIDS; thorough familiarity with PEPFAR indicators and reporting requirements.
  • Excellent report writing, analytical and oral presentation skills.
  • Experience in knowledge management and dissemination of research findings.
