Job Description

Partners in Hope (PIH) is a Malawian, Christ-centered, Non-Governmental Organization (NGO) founded in 2001 on a robust commitment to support the National HIV and AIDS Response in Malawi. PIH has a Medical Centre that operates a general clinic (Dalitso); inpatient ward (Thandizo); and an HIV and AIDS clinic (Moyo).

PIH provides support to Ministry of Health, CHAM and Private health facilities for HIV-TB services in nine districts. For this, PIH was awarded Cooperative Agreements No: 72061221CA00010 “Client-Oriented Response for HIV Epidemic Control (CORE) Activity Component One (1)” and No: 72061221CA00012 “TB Local Organizations Network 1 (TB LON) Activity by the United States of America PEPFAR through USAID. These awards are for HIV Care and Treatment and TB implementation in 9 districts: “scale up districts” (most intensive support in Mulanje, Chikwawa and Lilongwe) and “sustained districts” (high level support in Nsanje, Dowa, Kasungu, Nkhotakota, Karonga, and Chitipa). Under the CORE and TB LON Cooperative Agreements, PIH is seeking for applications from eligible candidates for a Post of Senior Programs Manager.

 

Position: SENIOR PROGRAMS MANAGER



Job Summary

The Senior Programs Manager (SPM) is a key program leadership position that works in close coordination with the Clinical Director and Programs Director (PD). The incumbent is responsible for overseeing the planning, implementation, and monitoring of clinical program activities in collaboration with the Clinical Director. This position will work closely as a member of the Program leadership team together with the Directors of Program, Clinical, Finance, M&E, and Operations, to ensure alignment and to support the quality of the programs and compliance with donor requirements. She/he will support the Program Director to ensure compliance with award terms and conditions.

The SPM will report to and serve under the strategic direction and oversight of the Clinical Director and will supervise clinical technical HIV Care and Treatment project staff. This position requires diplomatic skills as s/he will interact with other senior leadership at PIH, USAID where needed, and numerous institutions and senior-level national and sub-national government officials as well as leadership of other HIV and AIDS and Health implementing partners.



Responsibilities


Technical Program Leadership (80%)

  • Alongside PIH leadership, articulates vision, strategies, and measurable goals for project
  • Provides leadership and technical assistance focused on health systems strengthening at the point of service delivery (in health centres and hospitals) alongside PIH program staff. This position will emphasize quality of implementation, and innovative strategies to achieve project goals
  • Provides leadership and supervision of grant activities, including supervision of clinical staff and responsibility for supporting communications with donors regarding work plans, budgets, and reporting, including ensuring the project activities are carried out as outlined in the grant and in accordance with donor and PIH policies
  • Coordinate development and execution of work plans that meet with program requirements and address the needs of the USAID
  • Supervises clinical staff inclusive of performance evaluations and building capacity when areas of weakness are identified
  • Provides oversight in the field to ensure support and capacity building of team leads and team members and to provide accountability that activities are being carried out as outlined in the work plan (and as per budget approval).
  • Assists in developing and writing reports (monthly, quarterly, and annual reports or other ad hoc reports as requested by donor and/or prime).
  • Alongside the M&E Director, provides accountability and oversight for routine data collection associated with program activities; assists program leads in data monitoring, analysis, and development of response plans based on results
  • Collaborates, alongside the Programs Director, with grant partners to ensure activities are aligned and standardized where possible, and for processes where joint efforts are required for reporting to donors
  • Represent PIH to USAID, representatives from government and other implementing partners.
  • Support communication and coordination with USAID, Government, and other stakeholders
  • Assists in preparing and presenting programmatic experiences/data in national and international settings
  • Ensures optimal integration of project activities with other grants and communicates progress, challenges, and programmatic changes to leadership at PIH
  • Take up any other technical leadership duties assigned by the Clinical Director.


Engagement with Donors and Partnerships (10%)

  • Works closely with Programs and Clinical Director to support meetings and discussions with donors (assisting in representing PIH in meetings and discussions with donors).
  • Participates in senior leadership meetings within PIH to assist with management, program operations, and strategic planning.
  • Participates in Technical Working Groups, and in working towards alignment and implementation of technical best practices, in particular in health systems strengthening
  • Supports the Implementation Science leadership with their efforts to ensure PIH science activities are part of a national science agenda process in a manner which converts findings to policy and practice
  • As requested, provides coverage for the Clinical Director during absences.


Strategic Planning and Management for PIH (10%)

  • Works alongside PIH leadership to identify grant opportunities that fit within the mission of the organization and can help diversify funding and ensure the sustainability of PIH
  • Supports grant applications that are aligned and approved for submission by the leadership team at PIH
  • Identifies areas for innovation and growth and fosters partnerships and collaborations that can help PIH to pursue growth in innovative areas of focus
  • Works closely with the Programs leadership to assist with strategic human resource planning and management for the program in liaison with other program leadership


Qualifications

  • A Degree in Medicine (MBBS / MD) or a Diploma in Clinical Medicine
  • Master’s degree in public health (MPH)



Other Minimum Requirements

  • Demonstrated success in program leadership and team management
  • At least 5 years’ experience in leading public health programs in developing countries, preferably in HIV and AIDS; with experience conceiving, planning and executing programs with verifiable results.
  • Experience in managing USAID / PEPFAR grant-funded programs will be an advantage
  • Ability to work independently and effectively in a high-pressured, fast-paced environment; handle multiple tasks simultaneously whilst mentoring a team to perform consistently and effectively.
  • Demonstrated strong analytical, organizational, leadership, managerial, problem solving and communication skills, including the ability to prepare written reports and deliver compelling presentations.
  • Exceptional diplomatic and interpersonal skills, able to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment.
  • High levels of proficiency in Microsoft Word, Excel, and PowerPoint.
  • Highly flexible and easily adaptable to a shifting environment
  • Malawi national with English language fluency, both written and verbal.
