Job Description

The Malawi Legal Aid Bureau, established under Section 3 of the Legal Act of 2010, is a national public institution mandated to provide legal aid to persons with insufficient means. The scope of the mandate of the Legal Aid Bureau consists of four main tenets, namely legal advice; legal assistance; representation in any court, tribunal or similar body or authority; and provision of legal education and information.

In a bid to effectively and efficiently deliver its mandate and reach out to as many Malawians as possible, the Bureau invites applications from well qualified candidates to fill the following vacant positions:

Job Title : Senior Legal Aid Advocate

Grade : H

Reporting to : Principal Legal Aid Advocate

Location : Zomba


1. MAIN JOB PURPOSE


Implements legal aid service programme activities as approved by his/her Supervisor.

He or she also develops work-plans and supervises Legal Aid Officers and support staff under his or her charge. The incumbent creates an enabling environment for effective delivery of required services and maintains contact with clients.


2. KEY JOB ROLES AND RESPONSIBILITIES


  • Supervise the provision of Legal Aid services by Legal Aid Officers in provision of legal aid services.
  • Represent people of insufficient means in Civil or Criminal matters before the High
  • Court of Malawi, Supreme Court of Appeal and Subordinate Courts thereto and any other tribunal.
  • Assess clients’ statements and advise on the merit of the cases before representation process can begin.
  • Provide other Legal Aid services including legal advice and assistance to persons of insufficient means.
  • Provide legal literacy services to the general public
  • Compile Legal reports as may be required by the Director.
  • Assist in appraising Legal Aid officers and other staff working under him.
  • Carry out any related tasks as assigned by superiors.

3. JOB SPECIFICATIONS AND PERFORMANCE FACTORS

Minimum Academic, Professional Qualifications and Work Experience
  • Bachelors of Laws Degree from a recognized institution;
  • Must be admitted to the Malawi Bar;
  • At least one (1) year experience as legal practitioner in both civil and criminal matters

The incumbent must have ability to:
  • Interpret and analyse policies, regulations and relevant international conventions especially in relation to legal aid (criminal/civil), human rights and justice
  • Excellently communicate and work with others
  • Analyse and write various technical reports
  • Facilitate team building and conflict resolution skills
  • Relate with people at different levels of the organisation
  • Keep abreast of technical developments in area of specialisation
  • Strong computer and research skills
  • Adhere to highest ethical and professional standards
  • Have and maintain excellent client relations
