A. INTRODUCTION AND BACKGROUND

Nurses and Midwives Council of Malawi (NMCM) is the regulatory body of Nurses and Midwives established in 1966 under the act of parliament Laws of Malawi Cap 3002. NMCM is mandated to develop, maintain, monitor, evaluate and control the profession of Nursing and Midwifery thereby contributing to the national goal of promoting the health status of Malawians. As a regulatory body. NMCM has the role of regulating the education, training and practice, professional conduct of Nursing and Midwifery personnel in the country


Position: Senior Inspection and Investigation Specialist


MAIN PURPOSE OF THE JOB

Reporting to the Senior Inspection and Investigation Specialist. The Inspection and Investigation Specialist shall be responsible for coordination and reinforcement of professional practice standards and conduct.


B. MAJOR DUTIES AND RESPONSIBILITIES

  • Participate in research, development and review of nursing and midwifery operations regulatory tools, systems and controls and ensuring that proper procedures are followed to get these approved by Council and are implemented by secretariat and relevant stakeholders accordingly.
  • Participate in preparation of nursing and midwifery operations regulatory services overall plans, programs and budgets and ensuring proper execution of planned programs.
  • Participate in resource mobilization for operations of professional practice and conduct service and that both assets and the resources for the regulatory services are safe and used for the furtherance of the objectives of the NMCM Council.
  • Conducting investigations of all complaints from the public related to nursing and midwifery services and preparing reports for the investigation committee and coordinating all matters in liaison with senior inspection and investigation specialist
  • Participate in conducting orientation, monitoring and evaluation of private maternity clinics and accredit their eligibility.
  • Conduct regular and surprise inspection programs in all public and privately owned health facilities to monitor, evaluate and enforce compliance with nursing and midwifery standard, practice and professional conduct.
  • Liaising closely with Council stakeholders particularly health facilities on issues related to nursing and midwifery practice and professional conduct services by collaboration, coordination and advising to ensure that Council regulatory service, policies, procedures and guidelines are properly implemented at all times.
  • Managing and supervising day to day activities and appraising performance of junior officers.
  • Taking pro-active role in ensuring that NMCM’s regulatory tools, research, development, review and implementation is efficient, adequate, and cost-effective.
  • Providing appropriate advice on nursing and midwifery professional matters to all stakeholders for smooth operations of the Council.
  • Producing and presenting relevant periodical regulatory reports A the directorate
  • Attending meetings to represent the interests of the Council and answering queries relevant to the Council mandates.
  • Any other duties relevant to the job assigned from time to time.


C. REQUIRED COMPETENCIES

  • Ability to prioritize work efficiently and independently;
  • Strong planning and organizational skills;
  • Excellent in communication, interpersonal, presentation, facilitation and analytical skills;
  • Self-motivated, assertive and action oriented;
  • Strategic thinker and of high integrity;
  • High level of diplomacy and ability to work with teams;
  • Strong computer skills.


D. MINIMUM QUALIFICATION AND WORK EXPERIENCE

  • BSc Degree in Nursing and Midwifery
  • Evidence of having four years in clinical experience
  • At least two years of experience as head of nursing department in public health facility.
  • Qualification in Management will be an added advantage
  • Registered with Nurses and Midwives council of Malawi and possessing a current practicing license certification.
