Job Description

INTRODUCTION

The National Planning Commission (NPC) is an independent think tank that was established through an Act of Parliament in 2017. The Commission as an autonomous public institution is mandated to lead in medium and long-term national development planning and overseeing implementation of the plans. To this end, the specific functions of the Commission include: (i) identify Malawi’s socio-economic development priorities and formulate the national vision and strategy for social and economic goals taking into account the country’s resource potential and comparative advantage; ii) oversee implementation of the long-term national vision and strategies and the medium-term development plans; (iii) formulate innovative and progressive flagship projects and programmes for implementation in line with the national vision and strategies for the country; (iv) identify and commission research on any matter the Commission deems relevant to the attainment of the objects of the National Planning Commission Act; (v) engage relevant individuals and institutions in all sectors of the economy in conduct of its functions under the National Planning Commission Act; (vi) appraise the State President and the National Assembly annually on the progress made with regard to the implementation of plans, programmes and projects; (vi) and perform any other functions in relation to national planning as the Commission may deem appropriate for achieving the purposes of the National Planning Commission Act.

 

In order to fulfill its mandate effectively and efficiently, an opportunity has risen as part of the institution setting up process to fill positions with qualified persons at its Head Office in Lilongwe. The Commission, therefore, invites applications for suitably qualified candidates to fill these positions.

 

These are highly demanding positions that require persons who have demonstrable capacity and qualifications towards making the Commission a Centre of Excellence in medium and long term national development planning and overseeing implementation of the plans. More importantly, the Commission seeks professionals that are motivated and enthusiastic about driving the new development narrative of moving away from the self-defeating poverty-reduction agenda that has characterized the country over the past decades towards the agenda of spearheading wealth creation for all

The following are the required personnel and work-related traits for the position.


FINANCE AND ADMINISTRATION DIRECTORATE



Position: Senior Accountant (NP 4)



Under the direct supervision of the Director of Finance and Administration, the key highlights of the position of Senior Accountant are as follows:


Duties and Key Responsibilities.

  • Ensure that correct and timely financial information is provided to management and stakeholders
  • Set targets and supervise, coordinate performance of the finance section
  • Ensure that all accounting, financial reports required by donors and Government are prepared and submitted on time.
  • Ensure that all financial, legal requirements and statutory requirements (taxation, pensions, etc) are met on time
  • Ensure that the Director of Finance and Administration is kept abreast of the affairs/problems of the section at all times.
  • Prepare monthly management accounts and produce quarterly and annual reports in compliance with the generally accepted accounting practices, international reporting standards, Companies Act 2013 and other relevant provisions.
  • Contribute to the preparation of strategic and corporate plans by producing annual budgets
  • Co-ordinate the data processing function and maintain an efficient computerized accounting system
  • Provide continuous on-the-job training to ensure that accounting personnel maintain leading edge skills at all times.
  • Participates in recruitment, induction, performance appraisal, career management and other personnel administration for staffunder charge in close liaison with Human Resources Management Officer.


Minimum Academic Qualifications and Experience

  • A Bachelor’s Degree in Accountancy and an any of the following professional qualifications: ACCA, CPA, CIMA, CA with 5 years post qualification experience in public financial management.

  • Experience in design and implementation of computerised accounting systems with mastery of modern accounting/financial procedures and practices
  • Able to prepare annual financial plans for the commission and implement control measures to safeguard resources;
  • An innovative and effective team player
