Job Description

Position: RESOURCE IN KIND AND WAREHOUSE MANAGER – (Grade 15)– 1 Position based at National Office in Lilongwe District

Purpose of the position

To position World Vision Malawi as one of the reliable and trust worth organizations in the country to the appropriate use, management, and distribution of the resources in kind (RIK). Increasing the impact of WV Malawi in all the APs and partners where sustainable development is being promoted.

Major Responsibilities

 

Planning

  • Lead the development of concept and strategy for use of RIK in programming and development facilitation.
  • Clear alignment of resources within NO technical programs to achieve specific program outcomes.
  • Resource alignment within Grants –as cash replacement in existing Grants.
  • Improve alignment by working to clarify and prioritize field resource requirements based on CWB. Connect this work to RIK annual planning process facilitated by Global RIK Group.

Organizing

  • Meet periodically with RIK contact persons and other partners to review end user reports
  • Work with TP, Zonal and AP managers in the development of RIK program initiatives for the NO.
  • Ensure an effective monitoring and evaluation system that assures program quality, effect and impact
  • Establish a RIK Supply Chain Mgt System and ensure it is adhered to.

Leading

  • Develop and ensure that WVI and Nation office RIK Policies (RIK Minimum standard and Nation office local policy ) are well understood and adhere to by all staff Develop Malawi NO RIK Policy and ensure it is well understood and adhere to by all staff.
  • Ensure that the warehouse and other storage facilities in the designated area under World Vision’s control are safe, orderly, and clean storage
  • Produce required Monthly Management Reports , quarterly , semi-annual and any other reports requested by the donors

Controlling

  • Enforce inventory internal control procedures on receipt and dispatch of office and RIK supplies in line with the established inventory procedures and donor requirements
  • Maintain a comprehensive RIK tracking systems so as to ensure that all resources are properly distributed and accounted for to WV Malawi , WV Partnership, Communities and major donor standards
  • Monitor RIK received and alert management in case of irregularities
  • Design and implement an orderly voucher system for the controlled dispatch of RIK from warehouse and other storage facilities under World Vision’s supervision

Integration and Networking

  • Liaise with Program Officers and donors to ensure that acceptable RIK is sent to Malawi
  • Work with Supply Chain Manager to clear RIK with Customs
  • Liaise with Partnership, Support Offices and donors regarding internal management/administrative costs
  • Identify and meet prospective local donors and partners in liaison with the Marketing Manager

Capacity Building

  • Training and capacity building for newly appointed contact person on RIK management at AP level , GAM and Programs staff around RIK management , integration and monitoring
  • Create institutionalized memory of RIK expertize
  • Ensure that APs and all partners are briefed on the use of RIK.
  • Provide on the job training for all staff in the RIK Unit

Human Resources Management

  • Manage staff performance management processes, to include ensure staff performance objectives, personal development plans, and period performance reviews
  • Ensure that all staff have been adequately oriented, inducted and supported in their roles and responsibilities
  • Manage staff health and safety, welfare, motivation and discipline by ensuring conducive working environment for staff

Warehouse Management

  • Facilitate the distribution of each RIK consignment received; ensure that it is distributed in the shortest time possible and within six months from the time of receipt as per the standard.
  • Ensure the warehouse is well managed and that stocks for all commodities are confirmed and regularly updated on a monthly basis
  • Ensure that inventory is taken of all RIK delivered and received ad that there is complete documentation on all commodities coming and leaving the warehouse

Knowledge, qualification and experience required

  • A university Degree or equivalent
  • Preferable: A degree in: – Business Administration , Purchasing or Supply chain, Development studies, Accounting, Agriculture, Economics, Logistic Management
  • At least 3-4 years of professional experience at Manager lever or leadership position
  • Excellent communication skills (verbal and written), and a proven ability to train and mentor staff and peers
  • Personal commitment to Jesus Christ, World Vision’s mission statement, and the core values of World Vision
  • Experience in Program Development and Project Management
  • Organizational awareness and ability to use information gathered and use critical information to achieve organizational ends
  • Knowledge management, analytical and conceptual thinking skills
  • Organization of work effectively to achieve results initiative and decision making capacity
