Job Description

Government Contracts Unit (GCU) in the Office of the President and Cabinet was created with the mandate to review, consider, vet, negotiate and pass contractual proposals before they are concluded and agreed between the Malawi Government though Ministries, Departments and Agencies (MDAs), and other parties and stakeholders. GCU constitutes a multi-disciplinary team of experts in the fields of engineering, economics, law, architecture, procurement quantity surveying and finance. The GCU is therefore looking for qualified Malawians to fill the following existing vacancies.


General job description:

Reporting to the Principal Secretary for Government Contracts, the Quantity Surveying Specialist will be responsible for providing quantity surveying guidance relating to Government infrastructure development projects and other contracts, and any other projects as may be determined from time to time.

Specific responsibilities

  • Ensuring that all contracts relating to infrastructure development projects meet necessary quantity surveying standards;
  • Participating in the vetting of contract documents on infrastructure and other development projects submitted by MDAs by evaluating and analysing Bills of Quantities and content of the draft contracts;
  • Liaising with other MDAs on quantity surveying matters regarding contracts relating to infrastructure development;
  • Liaising with the Public Procurement and Disposal of Assets Authority on matters of procurement and contracts management;
  • Providing professional advice to the Principal Secretary on all quantity surveying relating to infrastructure development projects:
  • Monitoring and evaluation of contracts for infrastructure projects being implemented by various Government Ministries, Departments and Agencies;
  • Undertaking technical audits in liaison with other Specialists in GCU, and other MDAs responsible for monitoring and verification of government operations by MDAs;
  • Any other functions that may be assigned from time to time.

Qualifications and attributes

The desirable candidate must:
  • Have a minimum of a bachelor’s degree in Quantity Surveying obtained from a recognised University, a master’s degree in quantity surveying is desired and will be an added advantage;
  • Demonstrate thorough knowledge and expertise in quantity surveying;
  • Have a minimum of 8 years post qualification experience;
  • Be registered with relevant professional bodies in Malawi or recognised international bodies;
  • Have good leadership and excellent communication skills;
  • Must be a team player and be self-motivated.
