Institutional Background

Jhpiego is an international, non-profit health organization affiliated with the Johns Hopkins University. Jhpiego develops innovations to enhance the capacity of health care workers, strengthening health systems and improve delivery of care towards improving the health and well-being of families. Jhpiego has been collaborating with the Government of Malawi and various partners in implementing a wide-range of interventions in maternal, newborn and child health, family planning, HIV/AIDS prevention and care and treatment, since 1999. Current projects include facility and community-based HIV testing services for key and priority populations, and HIV prevention through Voluntary Medical Male Circumcision (VMMC).


The Quality Assurance and Compliance Advisor will provide a full range of quality assurance strategies to enhance the quality and safety of VMMC services for an upcoming CDC project. This project aims to prevent new HIV infections in priority populations through increased uptake of high quality VMMC services among males aged 15-29. The project aims to increase availability of and access to VMMC services, increase demand for VMMC among targeted age- groups, improve quality of VMMC services, and strengthen linkages between VMMC and other services. This project is financially supported by the US Presidents Emergency Plan for AIDS Relief (PEPFAR) through US Center for Disease Control and Prevention. The project will operate a one-year period. The position will operate under the leadership of the Project Director, and will provide leadership and guidance In the development and implementation of quality assurance. S/he will be expected to assess the capacity, adequacy and efficiency of the service providers to uphold high levels of standards and recommend appropriate internal/ external control systems to reduce associated risks to VMMC service delivery. With the support and oversight of the Project Director, the Quality Assurance and Compliance Advisor will provide guidance, mentorship, training, support supervision, and compliance oversight in the areas of VMMC information/messages, HIV testing services, surgical procedure, infection prevention, waste and data management.

This position is contingent upon award from CDC. Malawian nationals are strongly encouraged to apply.


  • Conduct regular checks and risk assessments to ensure effectiveness and efficiency of VMMC information and service delivery as well as compliance to VMMC policies, guidelines, procedures and identify best practices; and provide recommendations and advice on maintenance/improvements to the projects quality of service delivery
  • Work with the Project Director and other project staff members to ensure that internal control processes and systems are adequate to minimize risks during service delivery
  • Through technical assistance and spot-checking, verify that the project complies with Jhpiego, MOH, PEPFAR, WHO, and CDC rules and regulations pertaining to VMMC service delivery
  • Performs and documents monitoring visits to services providers across service delivery components and work with team leaders and senior project management to implement improvements, if required
  • Determine the projects strategic risks and make recommendations on how these should be managed
  • Plan and lead scheduled internal continuous quality improvement (CCtl) activities on a regular basis
  • Be able to monitor the management of VMMC adverse events on a daily basis if they occur and support providers to diagnosis classify, manage and report as required by guidelines
  • Report internally all moderate and severe adverse events to the relevant authorities as required
  • Serves as a member of project support supervision team, internal CQI team, external CQI team and VMMC national VMMC subcommittee, as needed
  • Minimizes fraud through active monitoring, close review on VMMC practices and procedures, and participate in development of new internal control initiatives.
  • Update and report on the status of the implementation of internal VMMC quality assurance and compliance recommendations on a regular basis
  • Develop an annual internal continuous quality plan for the project on risks identified.
  • Lead/conduct special investigations on identified non-compliance incidents provide reports and recommendations
  • Develop a list of best practices for implementing and improving internal controls and orient and train staff on best practices
  • Immediately reports gross misconduct or suspected non-compliant activities to project director
  • Any other special projects as assigned by the Project Director

Required Qualifications

  • Degree in Health related field (Medicine, Nursing); Master’s Degree preferred
  • Post graduate qualification on quality assurance related course is a preference
  • Minimum 5 years of experience working in a Quality Assurance in clinical services role
  • Knowledge and understanding of VMMC and donor policies, guidelines and Standard Operating Procedures, and programing, in particular PEPFAR funded programs
  • Excellent communication and interpersonal skills
  • Excellent knowledge, skills and competency on Comprehensive VMMC services (VMMC messaging, HIV testing services, conventional MC surgical procedure/devices, infection prevention, data management
  • Knowledge of VMMC CQI and external quality assessment guidelines and tools
  • Knowledge of VMMC severe adverse events guidelines and ability to support management and reporting of VMMC Adverse Events
  • Proficiency in Microsoft Office: Word, Excel, PowerPoint and Outlook;
  • Experience in planning, developing and implementing budget related to work activities to ensure cost effectiveness and efficiency
  • Strong management skills with ability to train, mentor and provide support supervision
  • Experience in data quality assessment and excellent analytical skills
  • Excellent interpersonal and communication skills and ability to deal with staff at all levels
