ActionAid has been working in Malawi since 1991 and works in partnership with communities, community based organizations, civil society, social movements, and governments, across the world to fight and eradicate poverty, injustice and exclusion. We work with and support poor and excluded people in the struggle to demand and claim their rights. ActionAid’s work is focused around women’s rights, right to education, food security, just and democratic governance, human security and HIV& AIDS. ActionAid, with funding from various donors and cooperating partners is implementing several projects under its 4thCountry Strategy Paper at national and districts levels within Malawi. Project Officer- Agriculture Expert

Role Overview

ActionAid is the lead member of the Partnership for Social Accountability (PSA) Alliance in a tender bid to the Swiss Agency for Development Cooperation (SDC) for a project titled ‘Strengthening Social Accountability and Oversight Capacity for Rights-based Public Resources Management in Health and Agriculture in Southern Africa’. The PSA Alliance is a consortium of 4 agencies: Lead organisation- ActionAid International (AAI), and consortium partners – Eastern and Southern Africa Small Scale Farmers’ Forum (ESAFF), Southern African HIV and AIDS Information and Dissemination Services (SAFAIDS), and Public Service Accountability Monitor (PSAM). Phase 2 of the project is expected to run for 4 years from 1st July 2019 to 30th June 2023 and future Phase 3 for another 4 years depending on performance and funding. The objective of the project is to improve public resource management at district, national and regional level in the areas of SRHR, HIV and AIDS and food security in Malawi, Mozambique, Tanzania, Zambia and Zimbabwe by June 2023. ActionAid will be leading nationally, and the Project Officer is initially required in phase 2.

Job Purpose

The Project Officer will be responsible for planning, coordinating and spearheading implementation of the social accountability for public resources in health sector (in the areas of Agriculture –Food Security) at national and district levels, in conjunction with relevant target groups.

Key Responsibilities

  • Coordinate activities with key public resource management (PRM) champions across relevant government departments, parliamentary and district council committees, issue-based CSOs, and media.
  • Work closely with relevant parliamentary and district council committees and government departments to promote socially accountable PRM, and facilitate connections among all target groups.
  • Develop, test and roll out capacity building measures on social accountability in Agriculture — food security.
  • Organize national and district level capacity building workshops with key stakeholders.
  • Represent the project on national platforms, networks and meetings.
  • Data collection in-line with the M&E plan and log-frame on a regular basis within the sector.
  • Conduct analysis on policy and government documentation to support evidence gathering for social accountability
  • Capture lessons learnt and best practice to share at national and district-level
  • Ensure narrative reports are submitted correctly and on-time.
  • Monitor and evaluate the project at district council level

Education & Experience
  • Bachelor’s Degree in Economics; Social Sciences; Humanities, Agricultural Economics from a recognised University
  • Proven 3 years’ experience working in the areas of Agriculture (food security and climate change), or public social accountability monitoring

Key Skills and Competencies
  • Comprehensive understanding of rights-based Programme practice, in in the areas of Agriculture — food security or public resource management
  • Excellent networking/relationship-building skills- ability to anticipate, coordinate and facilitate activities with colleagues.
  • Ability to build engage with governmental officials, parliamentarians, and councilors
  • Acceptable levels of analytical skills, able to review, understand and analysis health systems; and health financing.
  • Understanding on monitoring, evaluation and learning.
  • Able to follow log-frame indicators and report against them.
  • Demonstrated ability to meet tight deadlines and multiple priorities
  • Excellent report writing skills
  • Understanding of Malawi’s local government system
  • Proficiency in project management related computer packages
