1. Background

The Government of Malawi (GoM) has applied for financing from the World Bank toward the cost of the Southern African Trade and Connectivity Project (Project) to support efforts to reduce trade costs and time, increase access to improved infrastructure, and increase value chain development in targeted corridors of Malawi and Mozambique. The Project will be implemented over a period of 6 years. The Project will be managed by a Program Management Unit (PMU) under the Ministry of Transport & Public Works that will be responsible for the implementation of all infrastructure investment components. The PMU structure will include a multisector technical team comprising staff from various ministries and departments attached to the project as well as a team of fiduciary consultant staff recruited to support the implementation of the Project.

The Roads Authority now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for the following positions:

Project Support positions

Position: PROJECT MANAGER (Individual Consultant)

Location for the position: Ministry of Transport and Public Works (Malawi)

Skills and Expertise required

The Project Manager must have the following qualifications and expertise:

  •  Master’s degree preferably in Economics, Management, Development or related areas;
  •  At least ten (10) years of experience in project design, planning, management and implementation;
  •  Experience in projects in the area of trade, transport and development Corridors and/or financed by the World Bank is on advantage;
  •  Project Manager certification (PMI, Prince, etc.) is an advantage;
  •  Excellent team management and coordination skills with different stakeholders is required;
  •  Ability to work in a diverse environment with teams and articulate clearly with public and private entities;
  •  Excellent communication skills and the ability to present, negotiate, and resolve complex issues; Fluency in written and oral communication in English and knowledge of local languages will be a plus;
  •  Ability to work under pressure and excellent organizational skills; and
  • Knowledge of information technology tools and their application for project management,

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
