The Government of Malawi has obtained a credit and grant from the International Development Association (IDA) through the crisis response window) to implement the Malawi Resilience and Disaster Risk Management Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include various individual consultancy services for project management positions for the Malawi Resilience and Disaster Risk Management Project.
The Ministry of Irrigation and Water Development now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for the following position:
Assignment Title : Project Management Specialist (Ref. No.: MW-MOAIWD-165496-CS-INDV)
The short listing criteria are:
Post-graduate Degree in Project Management, Engineering or any other relevant qualification from a recognized institution. Those with Project Management Professional Certification will have an added advantage;
A minimum of 10 years of post-qualification experience and satisfactory performance record in project and contract management for civil works contracts;
A minimum of 5 years’ experience in coordinating and managing civil works contractors and related supervision consultancy services under donor funding;
Demonstrated proficiency with project management software tools and project fiduciary procedures;
Must have experience in coordinating multi-sectoral agencies in project implementation towards achieving program or project development objectives;
Demonstrated experience managing projects with procurement of goods, works and services, and experience in the public sector will be considered an asset; and
Excellent communication and report writing skills.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Each consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations. Further information (including detailed terms of reference for the assignments) can be obtained at the address below during office hours from 7:30hrs to 12:00hrs and from 13:00hrs to 17:00hrs except on Weekends and Public Holidays.
