BACKGROUND

The National AIDS Commission (NAC) is a body corporate established in 2001 and reconstituted through the HIV and AIDS (Prevention and Management) Act No. 9 of 2018 with new functional roles. The Act mandates NAC to coordinate and provide leadership for the implementation of the National response to HIV and AIDS.

The National AIDS Commission (NAC) has secured funding from the President’s Emergency Plan for AIDS Relief (PEPFAR) through Centers for Disease Control and Prevention (CDC) in support of a project titled “Strengthening Multi-sectoral Coordination and implementation and Monitoring of HIV/AIDS in Malawi’. The purpose of the project is to reduce high HIV prevalence and incidence in Malawi, recognizing age, gender, and geographic disparities. It will provide coordination and support of HIV prevention activities offered by international and local partners related to VMMC, GBV, PrEP, KP, and other holistic services that target HIV risk favors. The project will also increase the ability of PEPFAR supported HIV/TB prevention programming in Malawi to successfully meet objectives in a cost efficient manner.

The target populations for this project include AGYW, KP (e.g. MSM and FSW) health care workers, adolescent boys and young men, boys and girls ages 9-14, other priority groups (e.g. tea plantation workers, fishermen), and men. NAC therefore seeks to recruit suitable candidates to fill the position listed below to work on this project for an initial one year contract subject to renewal depending on the availability of resources:

Overall responsibility:

The Project Coordinator (PC) is responsible for overseeing the coordination and management of the implementation of the project activities in line with CDC and NAC regulations. He/She will ensure effective collaboration among multi-sectoral stakeholders to accelerate HIV prevention programs and assume the day-to-day operational management responsibilities for the overall project. The Project Coordinator will work with all project and NAC staff members, and Management; in a collaborative manner and will promote a collegial and participatory approach to project management and implementation. seeking to ensure that program objectives are achieved in the most effective and efficient manner possible.

Duties and Responsibilities

The Project Coordinator will, inter alia, have the following responsibilities:

•  Facilitate the collaboration of CDC-funded implementing partners working on HIV prevention and treatment programs for KP, AGYW, and other populations, as well as CDC-funded implementing partners working on VMMC to accelerate programme implementation.
•  Collaborate with the Ministry of Health (MOH), USAID and USAID implementing partners, faith-based organizations (FBOs). community-based organizations organizations (CBOs), civil society organizations (CSOs), and other international and local organizations implementing HIV programs in Malawi.
•  Provide technical guidance in the implementation of the project activities at all levels.
•  Facilitate the identification of innovative specific delivery areas for effective and sustainable HIV prevention services targeting age specific populations.
•  Support inclusion and implementation of quality assurance and improvement activities.
•  Ensure the effective delivery and sustainability of the project outcomes
•  Coordinate the production of periodic project reports to NAC; and share the same with stakeholders including CDC.
•  Facilitate the conduct of mid-term and end of project evaluation to assess achievements of the project, identify and rectify challenges encountered.
•  Performing other responsibilities / duties, as determined and agreed to by NAC Management and CDC from time to time.

Education Qualifications and Experience:

•  A minimum of a Bachelor’s degree in Public Health, Social Sciences, Administration or any relevant degree with at least 5 years work experience
•  Experience in coordinating and managing Health related projects and working with multi stakeholders including development partners
•  Have a strong grasp of the determinants and impact of HIV and AIDS including current issues pertaining to the epidemic in Malawi
•  Understanding of the HIV prevention and management landscape in Malawi and the SADC region
•  Team building, management and good interpersonal skills, able to work under pressure.
•  Sensitivity to the concerns of the HIV space and able to work with local and national authorities and community-based providers from different cultural backgrounds.
•  Fluent oral and written English is very desirable Proficient in standard computer applications
•  Experience with PEPFAR funded projects would be an added advantage.

Location and Travel:

The Project Staff will be based in Lilongwe at the National AIDS Commission with periodic travel to project implementing partners to facilitate coordination and represent the project in national fora as needed.
