Job Description

ActionAid is an international anti-poverty agency working in over 45 countries, taking sides with poor people to end poverty and injustice together.

ActionAid Malawi is a locally registered non-governmental organization under the Company’s Act limited by Guarantee and is an affiliate of ActionAid International, a federation of national organizations working in over 45 countries in Africa, Asia, Americas and Europe regions. ActionAid has been working in Malawi since 1991 and works in partnership with communities, community based organizations civil society, social movements, and governments, across the world to fight and eradicate poverty, injustice and exclusion. We work with and support the poor and exclude people in the struggle to demand and claim their rights. ActionAid`s work is focused around women`s rights, right to education, food security, just and democratic governance, human security and HIV & AIDS. ActionAid, with funding from various donors and cooperating partners is implementing several projects under its 5th Country Strategy Paper (CSP V) at national and district levels within Malawi.

ActionAid now invites applications from suitably qualified candidates to fill the following vacant position;

Job Title: Project Coordinator for Tax Justice for Gender Responsive Public Services

Reporting to: Programme Specialist: Accountability and Public Services

Location: Lilongwe

Grade: D

Duration: 3 years renewable dependent on performance and availability of funding

Role Overview:

The Project Coordinator will lead and manage the four-year NORAD funded project`s day to day planning, implementation, monitoring and evaluation to achieve the defined project objectives/ outcomes in line with the approved project document. S/he will work closely with the ActionAid Global Secretariat (GS) International Project Coordinator, the Tax Power campaign team, the National Tax Justice Platform, CSEC and the Cluster Managers and Cluster Programme Officers in the implementing District of Chitipa, Lilongwe, Ntchisi and Neno and will represent ActionAid I engagements with district, national level partners, Government, allies and other stakeholders. S/he will work with national Tax Power focal points to ensure linkages between increased fair tax raising and increased public spending on the provision of quality public education. S/he ensures that the work being done at local level is linked to the national, regional and international campaigning (research, policy, advocacy, and public mobilization). Ensures links with other education projects and programmes within the relevant MI federating units and that the project is integrated in AAM`s core education work and the programme priority focus areas.

Responsibilities

Rights-based project design, planning and implementation

  • Overall coordination, management and delivery of three-year Education project. Develop a project plan and ensure project is delivered according to project plan. Develops implementation plans and schedules.
  • Coordinates policy research, campaigning and advocacy work for the project leads, guides and facilitates the Project team in rights-based programming
  • Ensures nurturing and development of partnerships. Ensures mainstreaming od women`s rights issues in project implementation.
  • Provides specific technical support to the 4 LRPs in the project
  • Convenes project implementation and project steering committee meetings
  • Support the establishment and strengthening of advisory committee for the project composed if key partners and support its effective management.
  • Coordinate and organize a national project inception meeting at the beginning of the project.
  • Support the LRPs in data collection using the PRS, analysis and the production of citizen`s reports. Coordinate the production of policy briefs with information from data collected and with support of the Rights to Education Project and Tax Power campaign team and the international Project coordinator
  • Support the reinforcing of a national tax and education platform.
  • Compile and manage a risk register for the project.
Management of Accountability Learning and Planning System (ALPS) related accountabilities (appraisal, planning, strategy, development, M&E, Impact Assessment)
  • Develops annual and medium/long-term plans and budgets for the project
  • Works together with M&E team to ensure high quality monitoring and evaluation of the project in line with the NORAD proposal and ActionAid`s guidelines, providing support as appropriate to the 4 LRPs
  • Coordinates project appraisals, review and evaluation
  • Develops and maintains database for the project
  • Ensures continuous participatory review, reflections and, shared learning
  • Consolidates and submits financial and narratives project reports per agreed schedules.
  • Documents case studies and stories of change for the project quarterly.
  • Coordinates the mid and end of project review identifying opportunities for improvements,

Policy Influencing, collaboration and alliances
  • Represents AAM and participates in relevant policy forums locally, nationally and internationally
  • Facilitates alliance/network/coalition building and strengthening Links grassroots issues to national / international policy agenda
  • Leads in the development and nurturing of partner organizations.
  • Monitors compliance of partners to the MOU drawn with AAM

Financial Management and Prudent Resource Utilization
  • Ensure preparation of cash flow Forecast and payment requests for the project. Leads in reviews pf proposals from partners and recommends for approval
  • Ensures project activities are implemented within approved budgets and for intended objectives
  • Reviews management accounts on monthly basis and prepares variance reports with actions to be taken.
  • Assess potential risks in the project implementation and resource utilization and develops action plans to mitigate the identified risks.
  • Monitors adherence to internal controls systems by staff and partners.
  • Manages project assets and resources in line with local Finance Policies and Procedures Manual.

General Management and Administration
  • Ensures availability od resources and equipement ofr staff to achieve agree objectives of the project
  • Participates in and contributes to other thematic Team meetings, tasks forces and other assignments.
  • Conducts monthly project Management meetings to review progress and management decisions.
  • Provides timely feedback and responses to project-related tasks and requests from line manager and other stakeholders.
  • Compiles and submits timely quarterly project reports
  • Prepares reports for the Internal Project accountability Team (IPAT) meeting Carries out other functions as assigned by the line manager

Human Resources Management
  • Appraises the project officer annually, review of progress on one-to-one basis.
  • Leads development of key Results Areas for the project officer
  • Supervises the Project officer, guided by the agreed performance objectives
  • Leads and guides the Project staff in internalizing and interpreting AAM country strategy, policies and procedures
  • Facilitates capacity building and/or strengthening of project staff with half-year review of progress on a one-to-one basis

Other
  • Carry out any other assignment as may be assigned by the management in the ordinary course of AAM business.

Education & Experience
  • Bachelor`s Degree in Social Sciences, Development Studies, Education or other related areas. A Master`s degree will be an added advantage
  • At least five years` experience in rural development management including networking with other development partners including local NGOs, local government agencies and community-based organizations
  • At least 3 years` experience in managing programmes with networks at national level, community-based organizations/local associations in rural areas.
  • Experience in working on education and tax justice
  • Experience in project planning, budgeting, monitoring and evaluation
