About KNCV Tuberculosis Foundation
KNCV has been fighting TB since its establishment in 1903 as a collaborative effort by several private local TB control initiatives in the Netherlands. Over the past 118 years, the organization has acquired indispensable knowledge and experience in the field of effective TB control, resulting in pre-elimination in the Netherlands and significant contributions to global evidence generation, policy development and TB program implementation worldwide. KNCV has 90 staff: around 30 of whom are based in The Hague and around 60 in various countries.

 

Background
KNCV TB Foundation
will provide technical advisory support to a project led by  Development Aid from People to People Malawi (DAPP Malawi). This project is funded by the TB LON mechanism from the United States Agency for International Development (USAID).  It is a 3-year project. This project aims to improve access to high quality, patient-centered TB, drug resistant TB (DR-TB) and TB/HIV services. The project’s key interventions include active case finding, improving diagnostic capacity and quality, supporting treatment adherence with a particular focus on pediatric TB, and TB/HIV co-infection management. Additional TB cases will be detected and promptly put on appropriate treatment through implementation of facility-based cough surveillance, community-based contact investigation and systematic screening of micro-epidemic sites and hot-spots. The project will be implemented in Mangochi, Machinga and Mulanje Districts with the main project office being in Machinga.


Purpose of the position

The main responsibility of the Project Advisor is to assist in the design and implementation of Find TB cases Actively, Separate Treat effectively (FAST) approach through facility-based cough surveillance, community-based contact investigation and systematic screening of micro-epidemic sites and hot-spots, and TB/HIV co-infection management; improving diagnostic capacity and quality; and supporting treatment adherence with a particular focus on pediatric TB in the target districts. As part of the responsibilities, the advisor will liaise with partners (QSS staff, DTO, HIV focal point, council officials, CSOs and health facilities) in the planning and implementation of activities. The project advisor will also be the conduit between DAPP and specialized technical advisors from KNCV based in The Hague.

Who are we looking for?

  • The advisor should be able to function well in a challenging environment;
  • He/she should be willing and able to travel around the project districts regularly for activities tracking;
  • Train clinic and community staff on FAST; case detection through facility-based cough surveillance, community-based contact investigation and systematic screening of TB; improved diagnostic capacity and quality; and supporting treatment adherence and routine data recording;
  • Organize and coordinate joint supportive supervision visits within project districts in coordination with the QSS staff and District Health Management Teams;
  • Liaise with the District TB Office (DTO) in conducting active case finding of TB cases;
  • Coordinate with the project M&E officer to oversee routine data collection across targeted health facilities;
  • With stakeholders, develop and implementation plan with milestones and targets;
  • With the DTO and other authorities, implement the plan for and mobilize communities and health services on TB stigma reduction and treatment adherence;
  • Meet monthly with the DAPP management team.



Qualifications

  • A degree in any health-related field such as clinical medicine, public health, nursing, or other relevant field with a minimum of 5 years’ experience in implementing projects within the health sector preferably related to TB and HIV.

 

Knowledge and Experience 

  • At least 5 years of experience in a supervisory role leading a project team;
  • Candidates who have successfully worked with TB projects will have an added advantage, particularly with experience with active case finding for TB including leading referrals for screening and clinical evaluation (i.e. laboratory testing and radiography);
  • Experience with teaching, facilitating, mentoring and/or capacity building;
  • A team player and be able to work under time pressure;
  • Demonstrated written, presentation, communication, and organizational skills in English;
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding TB and HIV prevention, care, and treatment among key populations;
  • Proven ability to develop effective working relationships;
  • Proven ability to work independently with limited supervision in the field and to multi-task.
