ASSIGNMENT TITLE : PROVISION OF CONSULTANCY SERVICES AS PROJECT ACCOUNTANT FOR THE PPPC UNDER THE DIGITAL MALAWI PROGRAM PHASE I: DIGITAL FOUNDATIONS PROJECT

The Government of Malawi has received financing from the World Bank toward the cost of the implementation of a new ICT Project “Digital Malawi Program Phase I: Digital foundations Project” and intends to apply part of the proceeds for the provision of consulting services as a Project Accountant.

The overall aim of the Digital Malawi Project is to extend and improve access to critical ICT infrastructure for the public and private sectors; improve ICT governance; improve access to government services; and facilitate provision of e-services thereby enhancing public service delivery.

The proposed project has been divided into four components, namely; digital ecosystems, digital connectivity (infrastructure), digital platforms and services (e-Government) and project management. It is envisaged that the interventions will result in reduced prices and higher quality and wider availability of various ICT services for the people of Malawi. It will, based on open access principles, provide affordable, high quality connectivity services to selected public institutions.

In order to strengthen its capacity in implementing the Digital Malawi Program, The PPPC wishes to recruit a Project Accountant to work with the project team. The Project Accountant will assist the Project in its Finance Department in the implementation of its activities.

The Public Private Partnership Commission (PPPC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Project Accountant shall be an individual with relevant qualifications and experience. The shortlisting criteria are:

  • Holder of a Bachelor of Accountancy Degree or its equivalent
  • Have professional qualification such as CA(M), ACCA, CA etc.
  • Have at least three (3) years relevant work experience by the closing date of the receipt of applications.
  • Should have working knowledge and experience relating to financial management and disbursement in projects and hands on experience in handling financial aspects of procurement.
  • Excellent communication skills as well as working knowledge of at least one windows based accounting package are key requirements for this position.
  • The Accountant shall also be conversant with Microsoft Office Suite of applications.


This is a full-time position tenable at the PPPC in Blantyre, which shall be performed in an initial period of twelve (12) months.


The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.


A Consultant will be selected in accordance with the Individual (INDV) selection method set out in the Procurement Regulations.
