The Government of Malawi is implementing the Malawi COVID-19 Emergency Response and Health Systems Preparedness Project funded by the World Bank (IDA). This is a two-year project with the project development objective being to prevent, detect and respond to the threat posed by COVID-19 in Malawi and strengthen national systems for public health preparedness.

The Government of Malawi Intends to apply part of the proceeds for consulting services of a Project Accountant for the Project. The objective of the assignment is to support implementation of COVID-19 Project financial management activities. Therefore, the services of an Accountant are required to support financial management of the Project in accordance with World Bank’s and Malawi Government Finance Management Regulations and Procedures

The person shall be reporting to the Project Coordinator while working under the supervision of the Finance Management Specialist and shall have the following direct responsibilities.

  • Ensure that appropriate finance systems are maintained, and that all procedures and controls are implemented.
  • Manage accounting and reporting systems software’s.
  • Ensure that all transactions are properly accounted for in Accounting System.
  • Monitor financial disbursement and all administrative procedures in line with government and Malawi and World Bank requirement.
  • Management of the General Ledger in Accounting Systems
  • Assist in Ensure accuracy and completeness of financial data in the accounting System
  • Assist in preparing the monthly financial accounting reports and reconciliations at the end of each month
  • Provide any other financial information, as requested, and respond to any other financial queries by project manager and Finance Management Specialist
  • Provide assistance in compiling and consolidating accounts and preparing unaudited and audited project accounts for each fiscal year.
  • Ensure timeliness of required financial report to the government, world bank and others on regular basis
  • Manage bank accounts, and the disbursement of funds from reserve bank to project accounts
  • Perform Bank reconciliations
  • Monitor cash flow and cash projections and ensure that sufficient funds are always available in the bank
  • Support the preparation and review of all annual budgets and projections.
  • Provide support in the collation of budgets and budget forecast from technical officers.
  • Liaise regularly with budget holders on budget monitoring
  • Review and monitor project performance and make recommendations in relation to financial management
  • Supporting in coordination of internal and external audits
  • Supporting in preparation of Project Financial Statements for audits
  • Supporting and providing information and documentation for audits
  • Conducting spot checks
  • Supporting in adherence of internal controls of the project
  • Prepare Organization Payroll on a monthly basis
  • Ensure all payroll statutory deductions are remitted on time to the relevant authorities
  • Prepare and Submit Monthly, Quarterly and Annual statutory returns to relevant to all relevant authorities
  • Ensure timely submission of payroll cheques to the bank

The Project Accountant shall be engaged on a One Year initial contract, subject to review after the first year, with possibility of extension dependent on performance.

The Ministry of Health invites eligible, qualified and experienced individuals (Consultants) to indicate their interest in providing the services. Interested Consultants should submit !heir Expressions of Interest providing information and demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:

  • The applicant shall have Bachelor Degree in Accounting and Finance.
  • The applicant must also have completed CPA or ACCA or CIMA .
  • She/he must have a minimum of 5 years of experience in a similar finance team in donor funded projects.
  • Applicant is expected to have high level knowledge of and efficiency with Microsoft Excel and Word required.
  • A knowledge of QuickBooks Pro and other financial management accounting software’s is also required.
  • The applicant is expected to have a proven knowledge of budgeting, accounting and cash control processes required.
  • And World Bank experience is desired

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16. and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July, 2016 Revised November, 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
