The Government of Malawi is implementing the Southern Africa Tuberculosis & Health Systems Support Project (SATBHSSP) with additional financing received from the World Bank (IDA). This is a three-year project with the project development objective being to improve coverage and quality of TB control and OLD services in targeted geographic areas of the participating countries, strengthen regional capacity to manage the burden of TB and OLD and (iii) strengthen country-level and cross-border preparedness and response to disease outbreaks.

The Government of Malawi intends to apply part of the proceeds for consulting services of a Project Accountant for the Project

The objective of the assignment is to contribute to maintenance of financial management systems, financial reporting, bank and cash management, budget management and payroll administration. The person shall be reporting to the Finance Manager and will work closely with accounting departments in the Ministry of Health, Finance, Labour and department of Mines.

The Project Accountant will have the following specific responsibilities:

  •  Liaise with appropriate Government officers and IDA in overseeing and managing the special and project bank accounts established for the implementation of activities under the Project.
  •  Provide necessary support for the line ministries in carrying out their responsibilities, and devise routines and controls to ensure timely accountability/liquidation of funds -where applicable (line ministries, districts, etc) and compliance with project accounting requirements and procedures.
  •  Ensure that appropriate finance systems are maintained, and that all procedures and controls are implemented.
  •  Manage accounting and reporting system softwares.
  •  Ensure that all transactions are properly accounted for in the accounting System.
  •  Monitor funds disbursement and all administrative procedures in line with government of Malawi and World Bank requirements.
  •  Management of the General Ledger in the Accounting System.
  •  Ensure accuracy and completeness of financial data in the accounting System.
  •  Prepare the monthly financial accounting reports and reconciliations at the end of each month.
  •  Provide any other financial information, as requested, and respond to any other financial queries by Finance Manager.
  •  Provide assistance in compiling and consolidating accounts and preparing unaudited and audited project accounts for each fiscal year.
  •  Ensure timeliness of required financial report to the government and world bank on regular basis.
  •  Manage bank accounts, and the disbursement of funds from the Reserve Bank to project accounts.
  •  Perform bank reconciliations
  •  Monitor cash flow and cash projections and ensure that sufficient funds are always available in the bank
  •  Assist the Finance Manager in the preparation and review of all annual budgets and projections.
  •  Assist the Finance Manager in the collation of budgets and budget forecast from budget managers
  •  Ensure timely submission of payroll cheques to the bank.

The Project Accountant shall be engaged on a One Year initial contract, subject to review after the first year, with possibility of extension dependent on performance. The Ministry of Health invites eligible, qualified and experienced individuals (Consultants) to indicate their interest in providing the services. Interested Consultants should submit their Expressions of Interest providing information and demonstrating that they have the required qualifications and relevant experience to perform the services.

The shortlisting criteria are:

  •  A Bachelor’s Degree in Accounting and Finance,
  •  A minimum of 3 years of experience in a similar finance team in donor funded projects,
  •  High level knowledge of and efficiency with Microsoft Excel, Word, QuickBooks Pro or other financial management accounting software is required.
  •  He/ she must demonstrate proven knowledge of budgeting, accounting and cash control processes.
  •  Experience with World Bank Funded Project is desired.

3.16. and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July, 2016 Revised November, 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
