Job Description

The Programs Manager (PM) is a senior management position reporting to The Executive Director. The Programs Manager will be responsible for the operational success of Tovwirane Organization ensuring cohesive team management and development, program delivery and quality control, monitoring and evaluation. The incumbent shall lead the Project Management Team and provide policy and technical guidance direction to the project team including successful management and coordination of various projects. S/he will assist in coordination of all activities so that strategic objectives of the organization are achieved. The Programs Manager will be based at Tovwirane head office at Mzimba Boma.

Roles and Responsibilities

  • Implementation of high quality projects programming through the provision of technical guidance and capacity building across staff system
  • Build strategic partnerships with stakeholders, partners and donors
  • Manage and supervise program staff members
  • Lead in achieving the project targets within agreed timelines, budgets and specifications
  • Provide strategic leadership in resource mobilization and proposal development and grants acquisition and management
  • Provide strategic leadership to program effectiveness and Quality Management at institutional level
  • Prepare work-plans and technical reports for submission to management, stakeholders, partners and donors
  • Conduct monthly, quarterly, bi-annual and annual meetings with the program teams to plan, monitor and evaluate projects performance

Minimum Requirements

  • A minimum of a university degree, (those with a Master’s Degree will have an added advantage) in Public Health, Social Sciences, Behavioural Change Communication, Environmental Sciences, Change Management, Strategic Communication, Sociology or related field and 10 years of experience or a post graduate degree in a relevant field and 6 years of experience in similar senior management positions.
  • Demonstrated success in developing and evaluating program models; selecting and successfully operationalizing innovative programs.
  • Proficient in using technology as a management reporting tool and working with information technology staff to develop and implement program evaluation systems
  • Strong financial management skills applied in a grants environment
  • Good systems, proposal development and reporting skills
  • Strong facilitation skills
  • Influencing and negotiation skills
  • Effective at team building, leading and controlling meetings
  • Change management and problem solving skills
