Reporting to: Head of Programmes and Policy

Duration: 3 years renewable dependent on performance and availability of funding

ActionAid Malawi is a locally registered non-governmental organisation under the Company’s Act 1984 as a company limited by guarantee and is affiliated to ActionAid International, a federation of national organizations working in over 45 countries in Africa, Asia, America and Europe regions. ActionAid International is a global justice Federation working to achieve social justice, gender equality and poverty eradication. ActionAid works to strengthen the capacity and active agency of people living in poverty and exclusion, especially women, to assert their rights.

ROLE OVERVIEW:
To enhance quality of programmes at all levels by ensuring programme accountabilities are implemented, developing and strengthening mechanisms to improve learning and sharing, encourage innovation and development of alternatives to promote effective, responsive and quality programme delivery.

RESPONSIBILITIES

  • Provide Technical Support to Programmes
  • Promote human rights-based approaches in programming through capacity building of staff and partners.
  • Identifies and consolidates programmatic and capacity building needs requiring central-level coordination in provision of support and articulates this to the Country Management Team for decisions.
  • Leads, guides and provides support to field programmes reviews, reflections, appraisal of new initiatives.
  • Organizes and ensures implementation of generic training programmes for staff (eg. Human Rights Based Approach, Advocacy, OD capacity building for local institutions/ partners etc.
  • Organizes specific Local Rights Programme and Cross-LRP/ function support on programme-related issues including support on Local Rights strategy, phase-out strategy development.
  • Development Practice and Methodologies
  • Designs, develops, promotes and coordinates participatory methodologies in AAM work.
  • Ensures quality assurance of participatory approaches by monitoring and reviewing participatory practice, ensuring deepening and scaling up of participatory approaches including PCD, PVA, STAR, SS, Reflection Action.
  • Coordinates ActionAid Malawi’s technical and financial support to partners in participatory methodologies.
  • Coordinates documentation and dissemination of best practice in use of participatory methodologies across the organization.
  • Builds links with academic institutions, technical capacity building service providers, consultants, to improve programme quality.
  • Programme Quality Assurance
  • Supports and coordinates internalization and practice by staff on ALPS, People’s Action to End Poverty and People’s Action to a Poverty Free Malawi.
  • Leads in the development of M&E / impact assessment framework and functional system for the CSP. Leads in the development of programme guidelines.
  • Coordinates other studies as sanctioned by the needs on the respective projects and production of reports thereof as are relevant to management decisions.
  • Coordinates review of country programme performance with reference to annual plans and budgets and the strategies.
  • Programme Information Management
  • Develops programme tools and processes for appraisal / assessment of applications for support partnership by prospective partners.
  • Provide leadership in the design of programme information systems including reporting systems / formats and schedules.
  • Promotes information systems management in the affiliate including establishment of a robust and regularly updated database.
  • Accountability Learning Practice System (ALPS)
  • Provide support and coordinates development of strategies, reviews, appraisals of new / old programmes and initiatives.
  • Coordinates production of quarterly, half year and annual reports.
  • Coordinates and provides guidelines, direction and monitoring of PRRP at all levels of the organization.
  • Provides leadership in appraisal and selection of new programme areas ( Local Rights / Projects).
  • Human Resource Management
  • Support the recruitment and induction and management of staff as guided by the Human Resources and Administration Policies.
  • Set annual targets / objectives for each staff of the Unit in consultation with the staff and conduct quarterly / annual performance appraisals.
  • Team building, change management and motivation initiatives to ensure strong unit staff.
  • Develops and implements a plan to manage partnership managed long-term development initiatives with support from the finance, audit, fundraising, programme and policy Units.
QUALIFICATIONS AND EXPERIENCE
  • The ideal candidate should have a Bachelors’ Degree in Social Sciences or equivalent from recognised University.
  • At least ten (5) years working experience in programmes / policy function in an INGO or a large organisation of which at least three (3) years must have been at management position.
  • Experience in public policy advocacy & campaigning with specialised knowledge of human rights.
  • Have demonstrated in-depth understanding of programming issues and Policy work at organisational, national and international levels.
  • Have practical experience in donor reporting, designing, setting up and coordinating, monitoring, evaluation and impact assessment systems and processes.
  • Strong conceptual, analytical, documentation and presentation skills.
  • Good interpersonal and communication skills coupled with ability to influence, negotiate, advise, mentor and train.
