Ministry of Health Program Implementation Unit


The Ministry of Health (MOH) of the Republic of Malawi is a key partner to the Global Fund and GAVI for the fight of HIV/AIDS, Tuberculosis, Malaria (GFATM) and Vaccine preventable diseases. MOH serves as a Principal Recipient for GFATM grants and coordinates the implementation of grants activities. The Ministry of Health has in this regard a dedicated Programme Implementation Unit (PIU), set up under the Office of the Secretary for Health to manage the Global Fund and GAVI grants. This Unit provides quality assurance, oversight and guidance on routine management of projects funded under these grants.

The PIU is currently looking for energetic, creative and highly skilled professionals to fill up the vacant positions resulting from additional requirements in the new grants which will commerce in January 2021 and to replace vacant positions existing within the PIU.

The positions are tenable at the PIU offices place in the Community Health Sciences Unit (CHSU) in Lilongwe. The engagement will be for an initial period of two years, renewable subject to satisfactory performance, availability of funding and continued need.

Position: Procurement Specialist 

Purpose of the position Reporting to the PIU Manager, the incumbent shall have overall leadership and management responsibility for:- all procurement of non-health products: shall be responsible for contract management; and shall report directly to and be supervised by the PIU Manager and the MoH Deputy Director (Procurement).

The Procurement Specialist will be in-charge of all procurement matters in the PIU and will directly supervise the procurement officers under his/her charge.

Summary of Key Functions/ Key Results Expected

  • Develop a Procurement Plan and tracking tool for goods, works, and services in line with the Grant Budgets under the project, and update the Plan as and when needed (at least annually).
  • Provide operational advice on concepts, policies, and procedures for international and local procurement matters.
  • Provide assistance on procurement matters of the project to ensure consistent application of the Procurement.
  • Closely monitor procurement activities in reference to the Procurement Plan timeline and the procurement approval process of the Government and bring any slippage of activities immediately to the attention of the PIU Manager.
  • Prepare quarterly reports on procurement status and procurement risk mitigation framework and arrange submission of the same for review.
  • Conduct diagnostic analyses on delays, inefficiency, etc. in the system, and provide recommendations to improve the same, if required.
  • Team leader and link point in all matters of procurements for the Global Fund Program Implementation Unit under the Ministry of Health
  • Prepare Procurement Minutes, Evaluation and Progress Reports for the Internal Procurement Committee of the Ministry/ PIU
  • Collaborate with financiers and stakeholders on matters of procurement
  • Provide capacity building (training) to sub-recipients on alignment to Global Fund requirements on procurement
  • Report immediately to the relevant entities any noted Fraud and Corruption or Governance issues involving Staff, Bidders or Consultants.

Professional and Education qualifications

  • A minimum of Master’s degree in Procurement Management, Business Administration, Supply Chain Management or any related discipline from recognised institutions of higher education.
  • A minimum of 7 years of hands-on public procurement management experience
  • Vast knowledge and familiarity with donor funded procurement procedures and guidelines
  • Should be a qualified Member of the Chartered Institute of Procurement and Supply (CIPS) with at least 5 years working experience
  • Should be a Qualified member of the Malawi Institute of Procurement and Supply (MIPS)
