Job Description

1.0 The Ministry of Finance, Economic Planning and Development is implementing Financial Access for Rural Markets, Smallholders and Enterprises (FARMSE) Programme with funding from International Fund for Agricultural Development (IFAD), the Government of Malawi (GOM) and the Private Sector. The overall goal of FARMSE is to reduce poverty, improve livelihoods and enhance the resilience of rural households on a sustainable basis. The Programme’s development objective is to increase access to, and use of, a range of sustainable financial services by rural households and micro, small, and medium enterprises.


2.0 FARMSE now intends use part of the proceeds of the funding to engage individual consultants as Procurement Assistant.

Job Title: Procurement Assistant

Recruitment: National

Contract: Three-year contract, renewable based on performance

Reporting to: Procurement Specialist

Location: Lilongwe


JOB OBJECTIVE


The Procurement Assistant will be expected to provide assistance to Procurement Specialist on day to day management of project procurement activities including, sourcing of suppliers, preparing bid documents, preparing evaluations, reporting, accounting and auditing under the programme in a bid to enhance capacity of the procurement unit of the programme.


SPECIFIC RESPONSIBILITIES


The following specific tasks will be carried out by the Procurement Assistant:

  • Assist the Procurement Specialist in organizing and coordinating the procurement activities of the
  • programme to ensure timely action in all phases of implementation;
  • Assist the Procurement Specialist in consolidation of requests for procurement of goods and services;
  • Assist the Procurement Specialist in development of annual procurement plans of the programme
  • and service providers projects;
  • Assist in sourcing of relevant suppliers for the supply of goods and services for the programme;
  • Support the evaluation of offers through preparation of tabulation forms and assist in offer analysis,
  • Draft submissions to Internal Procurement and Disposal of Assets Committee (IPDAC) of the
  • Ministry of Finance and Economic Planning and Development;
  • Draft contracts and purchase orders;
  • Organise and keep records in both electronic and hard copies of procurement documentations to
  • ensure audit trail;
  • Monitor the delivery of goods and services in liaison with contract managers to ensure timely
  • performance of contractors;
  • Assist the Procurement Specialist in preparing reports, procurement reports, project completion
  • report and any other report;
  • In liaison with Procurement Specialist, to support implementing partners to adhere to procurement
  • procedures for all FARMSE funded activities; and
  • Undertake other procurement related activities of the programme as required by the programme.


QUALIFICATION


The applicant is expected to meet the following qualifications:

  • First degree relevant to procurement from recognized institution, and or diploma in Procurement and Supply from professional procurement bodies such as Chartered Institute of Procurement and Supply (CIPS) of United Kingdom;
  • Minimum 5 years general experience in procurement;
  • At least 2 years procurement experience in programmes/projects funded by development partners;
  • Familiar with Government of Malawi procurement regulations;
  • Familiar with planning and processing tenders for goods and services;
  • Familiar with procurement documentation and audit trail
  • Computer literate especially Word, Excel and Powerpoint.

  • He/she must be a good team player and motivated to deliver results. He/she must be able to adhere to systems and procedures to detail.
