Job Description

Malawi Institute of Management (MIM) has been retained by its client, Ministry of Local Government (MoLG), to recruit dedicated and result-oriented individuals to fill the following vacant position tenable in Lilongwe:

PROCUREMENT AND CONTRACTS SPECIALST

The Ministry of Local Government and Rural Development. with the financial support from International Fund for Agricultural Development (IFAD), is ready to execute a “Transforming Agriculture through Diversification and Entrepreneurship (TRADE) Programme” for a period of 5 years. The main goal of the TRADE Progamme is to improve sustainable livelihoods of rural people in Malawi and will be implemented through three inter-linked components:

  •  Sustainable producer-private partnerships:
  •  Enabling environment for smallholder commercialisation;
  •  institutional support and Programme management and coordination.

Foregoing the above stated position will form port of a dedicated Programme Management Unit (PMU). The PMU will be expected to coordinate, supervise and lead the implementation of the entire programme. Overall, the Procurement and Contracts Specialist will report to the Programme Coordinator who will be in charge of the PMU, reporting directly to the Secretary for Local Government.

Purpose of the Job

Reporting to the National Programme Coordinator, the Procurement and Contracts Specialist (PCS) vail be responsible fer managing procurement processes and contract administration aspects. As head of the procurement unit, the incumbent will be tasked to ensure Compliance with Government of Malawi (GOM) Procurement regulations and ensure due diligence to comply with IFAD Procurement Guidelines and handbook.

Key Responsibilities and Duties

  •  Champion the installation of appropriate procurement systems and procedures for effective planning and monitoring of procurements under the project:
  • Oversee preparation and consolidation of inputs to the Annual Procurement Plan:
  •  Prepare a draft manual on procurement by partners and grant recipients, which sets the minimum standards of compliance for the procurement of goods and services under TRADE financing:
  •  Continuously train (on the job) implementers in the preparation of terms of reference, specifications and proactive follow-up of these inputs in the bidding processes;
  •  Prepare bidding documents based on acceptable bidding standards:
  •  Ensure all prior review requirements such as obtaining of the No Objections from IFAD are complied with in a timely manner,
  •  Ensure that all the due tendering processes are adhered to; sufficient publications, strict adherence to deadlines and transparency in communications with bidders, publication of bid results:
  •  Ensure acceptable record keeping in procurement with at least a complete procurement file for each procurement from start to contract finalization. Maintain all procurement records in a form appropriate for regular auditing and spot checks by supervision missions;
  •  Communicate to all implementing entities and service providers their responsibilities and requirements with respect to procurement in keeping with prevailing Government practices which are acceptable to IFAD; and,
  •  Oversee the contracting process, including ensuring that Evaluation Committees have people with appropriate expertise:

Qualification and Experience

  •  A minimum of Master’s Degree Business Administration, Public Administration, Finance, Economics, Logistics and supply. Those with a First degree n procurement, Logistics and supply will have an added advantage.
  •  At least 7 years’ proven experience in procurement and contracts management of Programmes or businesses with similar funding: and,
  •  Advance knowledge of web-based management systems in procurement management.
Key Competencies
  •  Demonstrates integrity by modelling the GoM/IFAD’s values and ethical standards:
  •  Ability to analyse procurement service requirements and lead procurement processes using specific procurement methods (RFQ. ITB, RFP]
  •  In depth knowledge on rural development issues;
  •  Ability to advocate and provide policy advice on organizational policies and procedures:
  •  Ability to lead implementation of new systems (business side). and affect staff behavioural/ attitudinal change:
  •  Strong analytic al stills and demonstrates openness to change and ability to manage complexities: and.
  •  Builds strong relationships with clients and external actors.
