Principal Procurement Officer

Job Description

The Malawi National Examinations Board (MANEB) is a parastatal organization established by an Act of Parliament to conduct such academic and other examinations at the conclusion of any approved course in Malawi as it may be considerable in the public interest and award certificates to successful candidates in such examinations.

Applications are invited from suitably qualified, highly motivated, team players and results driven candi-dates for consideration to fill the following positions:



Position: PRINCIPAL PROCUREMENT OFFICER (M4)

 

Duties and responsibilities

  • Supervising staff in Procurement section
  • Providing adequate and timely procurement support to all programme activities, including ap-
    propriate supplier contract management, acquisition of goods and services
  • Ensure all procurement in compliant with Public Procurement and Disposal of Assets Act
  • Ensure protocols and processes are in place and strictly adhered to
  • Preparation of procurement and Disposal plans and returns for the designated procurement ac-tivities.
  • Managing implementation of procurement plans
  • Ensuring that tender process according to laid down dead lines
  • Assist in Managing annual organizational budget
  • Manage the timely supplier prequalification exercise and approval process
  • Contract administration to ensure delivery of goods/services is in accordance with contract terms
    and purchaser’s requirements
  • Sourcing, negotiating and reviewing supplier contracts
  • Leading a strong procurement team
  • Assisting in developing and reviewing organizational procurement policies
  • Managing supplier relations and performance
  • Preparation of procurement reports


Qualifications and experience

  • Bachelor’s Degree in Procurement and Supply Chain Management or professional qualification in Supply Chain Management (CIPS Level 6). Those with Master’s Degree in the field from an ac-credited institution will have an added advantage.
  • At least four years relevant work experience in a reputable establishment
  • Must be a member of MIPS


Requisite knowledge, Attributes and Skills

  • Must be of high integrity and trustworthy
  • Must be able to pay attention to detail
  • Must have communication, computer, numeracy and analytical skills
