Job Description

A. INTRODUCTION AND BACKGROUND

The Ministry of Information (MoI) derives its mandate from the Public Service Act No. 19 of 1994; Section 18 – 20. The Ministry was established to provide policy direction and guidance in the production and dissemination of public information, coordinate and manage Information and Communication Technology (ICT) development and services. The vision of MoI is to have a well informed and ICT driven nation with a mission of promoting and regulating access to public information, spearheading the development of ICT products and services through utilization of innovative information and communication technologies for sustainable socio-economic development.


 
The strategic Objectives of MoI are the following:

  •  To provide an enabling environment for information, communication and technology development;
  •  To develop, promote access to information and coordinating public information; programmes through
  • utilization of innovative information and communication technologies; and
  •  To promote access and use of E-Services, ICT infrastructure and governance.
In order for Ministry of Information to fulfil the aforementioned third strategic objective effectively and
efficiently with a strategic e-media leadership, opportunities have arisen to engage qualified persons of Malawian origin to fill the following non-established positions for one (1) year subject to renewal based on performance at its Central Information Office:

PRINCIPAL INFORMATION OFFICER– GRADE G
 
 
Location - LIlongwe

i. Duties and Responsibilities

  •  Manage, organize and coordinate activities of the section;
  •  Assist the Deputy Director in operational function of the section;
  •  Supervise the effective and efficient coordination of Central of Information (COI) bureaus in all the regions;
  •  Supervise the effective management of government digital platforms, ensure they are updated with accurate and credible government communications – @MwNewsAgency, @MalawiGovernement,
  • MalawiNewsAgency Facebook, Malawi Government Face Book, www.manaonline. gov.mwwww.ict.gov.mwwww.malawi.gov.mw;
  •  Ensure that the section is well resourced to undertake its activities;
  • Ensure that the section coordinates with other State House, Office of the Vice President, Office of President and Cabinet, Ministries, Departments and Agencies for good flow of communication intended for public consumption;
  •  Attend meetings on behalf of the Deputy Director on matters of media and digital media;
  •  Ensure that all VVIP and VIP events, communications are well covered on the online pages;
  • Drafting press releases for the government;
  • Compiling and keeping data base for government Public Relations Officers for MDAs;
  •  Ensure that all websites for MDAs are linked with the government web portal;
  •  Reporting to Deputy Director for Press and Publications; and
  •  Advise the Ministry of the feedback on the e-media Platforms.
  • ii. Required Academic and Professional Qualification and experience

Bachelor’s Degree in Journalism/ Mass Communication/ Communication Studies or Media Studies with at least four (4) years post graduate experience in digital media.
