Job Description

The German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned the GIZ to implement the Social Protection Programme (SPP) in Malawi.

The SPP programme has been operational in Malawi since 2015 and has entered its second phase (2018-2021). The SPP seeks to support the Government of Malawi to strengthen the coordination and implementation of the Malawi National Social Support Programme II (MNSSP II). GIZ SPP consists of a team working closely with Poverty Reduction Strategy Papers (PRSP) at national level and “hub teams” that provide technical support to the districts in the respective hubs to help implement different in thematic areas including financial inclusion, public works and watershed management, harmonized grievance and redress mechanisms, district coordination and graduation. GIZ Social Protection Programme seeks to recruit a suitably qualified National Technical Advisor – Supporting the Data Management of the UBR MU to support the implementation of social protection programme.


Position: National Technical Advisor – Data Management


Responsibilities and tasks

The national technical advisor assigned to the Social Protection Programme (SPP) is responsible for:

•  Communication: Ensuring a smooth flow of information between the political partner and implementing entities, GIZ and other involved stakeholders
•  Supporting the organizational development of the Unified Beneficiary Registry Management Unit (UBR MU) and their knowledge transfer/management
•  Provides IT development and maintenance support:
•  Supports PRSP to develop and implement the MNSSP data management framework for social protection systems in Malawi
•  Supports the handover and knowledge management of developed digital tools to PRSP and other stakeholders
•  Supports the development of a data analysis and reporting system for social protection systems
•  Supports the development of digital solutions for e-payment in collaboration with the technical advisors working on e-payments.
• Capacity Development: Trains the UBR MU on key processes of the UBR (data collection, data entry, analysis and reporting)
•  Coordination: Supporting the coordination role of the counterpart for the MNSSP II by contributing technical expertise to the implementation
•  Provides technical backstopping support to officers working on national level and in the hubs
•  Networking and cooperation: Maintain regular contact, communication and dialogue on the progress of the implementation towards stakeholders and partners to establish good networking within the sector
•  Supporting the component manager in the steering of different tasks
•  Independently providing secretarial support to the programme partner
•  Preparation and coordination of short-term assignments of experts as well as the consulting industry
