Job Description

Background 

United Purpose (UP) Malawi is an international non-governmental organisation working to create opportunities for lasting improvement in peoples’ lives. We work in partnership with others to support a range of livelihoods and food security, WASH and health, sustainable energy and gender equality programmes reaching over 1,000,000 people a year across Malawi.  Globally, we work in nine countries across Africa, Asia and South America, however our Malawi programme is by far and away our largest and most established country programme. UP currently operates in 17 districts in Malawi, supporting over 30 ongoing projects, with a total staff of over 250. 

UP Malawi is seeking to recruit a talented and dynamic District Manager, National MEAL Coordinator, District MEAL  Coordinator and Field Facilitator for our FCDO-funded large-scale resilience building programme, Promoting Sustainable  Partnerships for Empowered Resilience (PROSPER), the National MEAL Coordinator is based in Lilongwe while the rest of the  positions are based in Balaka. PROSPER is implemented jointly by a consortium of UN agencies, international NGOs (Concern Worldwide, GOAL, United Purpose), market systems experts (Kadale Consulting) and the largest rural finance services institution in Malawi (CUMO Microfinance Limited). This innovative and transformative programme aims to fundamentally disrupt and break the recurring cycle of hunger in Malawi. Overall the PROSPER programme targets over 1 million people in Balaka, Chikwawa, Mangochi, and Phalombe districts and aims at reducing the impact of climate shocks, responding to seasonal consumption needs, supporting the design of social safety nets, and generating evidence and knowledge to inform government policy.  

UP Malawi is primarily supporting the implementation in Balaka and Mangochi districts together with the other consortium partners and stakeholders, as part of the Concern Worldwide-led consortium. The applicants must be firmly committed to delivering lasting positive improvements to the communities that we serve, and delivering UP’s mission and upholding our values of integrity, dignity, and environmental respect. The contract will be until approximately April 2022 (with strong possibility of future extension to March 2023, subject to personal performance and funding). 


Position: National Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator (Lilongwe ‐based with extensive travel) 

 


Job Purpose 

Responsible for coordinating monitoring, evaluation, research, and knowledge management related to the UP components of the BRACC programme. Reports to UP BRACC (PROSPER) Project Manager. Line manages two MEAL Officers. 


Key duties and responsibilities 

  • Responsible for the updating of, implementation and oversight of the UP implemented Project M&E framework with project stakeholders  
  • Develop, where appropriate, tools/methods/database to capture M&E gender disaggregated data at multiple levels, supporting data collection, analysis, research, monitoring and evaluation, together with BRACC (PROSPER)  Programme Management Unit (PMU) – ensuring all data required is appropriately captured and stored in a timely manner  
  • Responsible for coordinating knowledge capture and management for the UP component of the project, as well as appropriate dissemination. This includes facilitating learning reviews and document lessons for internal/external sharing and cross‐learning. 
  • Build capacity of UP project staff, and relevant government and community partners on M&E related issues
  • Develop monthly, quarterly and yearly detailed project activity implementation plans, plus monthly monitoring and documentation reports to UP BRACC Project Manager. 
  • Take a leading role in the preparation and consolidation of donor technical reports including quarterly and annual 
  • Conduct regular field visits to monitor processes and outputs ensuring that all opportunities for monitoring and learning are being taken forward. 
  • Work closely with the UP National Monitoring, Evaluation and Learning Manager and cross‐programme M&E technical working group. 


Qualifications and Experience 

  • A degree in Social Science, M&E, Community Development, or any related field, while a Master’s degree would be an added advantage. 
  • A minimum of 3 years’ work experience in a similar M&E position. 
  • Extensive experience of targeting and working with disadvantaged people in Malawian society.
  • Fluency in spoken and written English, Chichewa, including good English report writing skills.
  • Practical knowledge and experience in use of a wide range of M&E tools including participatory methodologies and use of statistical packages like SPSS, Excel, ACCESS, R, STATA and NVivo. 
  • Excellent written and verbal communication skills, with strong data analysis and critical thinking skills.
  • Proactive and highly motivated individual who requires the minimum of supervision. 
  • The ability to coach others in the operation of M&E frameworks. 
  • Analytical thinking, problem solving and decision-making ability  
  • Proven ability to work under pressure and meet tight and competing deadlines.
  • Strong respect and empathy for rural communities, and an affinity to UP’s mission and values of integrity
