This is a field position based outside of Lilongwe, potentially in Zomba with field travel as required. Open to Qualified Malawian Citizens.

Position: Monitoring & Evaluation Specialist


    This position is located in the Office of Health, Population, and Nutrition (HPN), USAID/Malawi, Lilongwe, Malawi. The M&E Specialist is responsible for coordinating performance monitoring and evaluation activities for HPN’s HIV Team and support USAID project managers, otherwise known as Contracting/ Agreement Officer Representatives (COR/AORs), to work with implementing partners in both the design and implementation of Performance Monitoring and Evaluation Plans.

    The M&E Specialist will also support the Mission’s efforts to report annual targets and results for the semi-annual and annual PEPFAR Country Operational Report.

    • Education A Bachelor’s Degree in Public Health with a focus on social sciences, or a closely related field is required.
    • Prior Work Experience: Five to seven years of progressively responsible experience in the health field, with a minimum three years of experience in monitoring and evaluation, preferably of HIV programs.
    • Language Proficiency: Level IV abilities in English and Chichewa (both written and spoken) is required.
    • Job Knowledge: Proven ability to manage and implement monitoring and evaluation systems in the health sector, including analysis and interpretation of data and the presentation of findings in written and/or oral form.

     Skills and Abilities:

    The incumbent must have advanced data collection, analysis, and presentation and communication skills. The ability to obtain, evaluate and interpret factual data and prepare precise, accurate and complete reports is required. Ability to work effectively in a team environment and proactively work to achieve consensus on policy, project and administrative matters is required. Strong computer skills and knowledge of software program applications authorized for USAID use or its equivalent, such as Word, Excel, PowerPoint, STATA, and word processing programs are a must. Experience with health-based non-governmental organizations (NGOs) in HIV is desirable.

    $42,420-$65,758 (annual basic salary paid in local currency Kwacha at the prevailing exchange rate), equivalent to FSN-10, in accordance with AIDAR Appendix J and the Local Compensation Plan of US Mission/USAID Malawi – Exception Rate Range (Effective 2018). Final compensation will be negotiated within the listed market value.
