Job Description

Pakachere Institute of Health and Development Communication is one of the leading local health and development communication NGO in Malawi. Pakachere exists to empower Malawians, particularly the vulnerable, to choose and sustain healthy behaviors, through service delivery, evidence-based health and development communication, community mobilization, advocacy and networking. Pakachere invites suitably qualified candidates to fill the following positions:

Position: Monitoring & Evaluation Manager (1 post)

Responsible to:             Project Manager

Key relationship:           Monitoring, Evaluation and Learning Director, Community Mobilisation Officer, Data Entry Clerks  

Grade:                          D2: 

Working hours:             40 hours

Contract:                      Full time, 1 year contract - renewable


Purpose of Job

The Monitoring and Evaluation (M&E) Manager will work under the direct supervision and guidance of the Project Manager to assess project activities, outputs and outcomes against targets as provided. The M&E Manager will also work with data clerks and Field Officers to enhance M&E system regarding monitoring of field-based activities. S/he will be responsible for designing and implementing M&E systems in the WVI-GF AGYW Project. The position will support a culture and practice of reliable planning, monitoring, evaluation, accountability and reporting. This includes developing, updating and coordinating monitoring and evaluation (M&E) activities and events within the project. The position will further ensure that there is project knowledge transfer internally and externally.

Roles and

  • Develop and implement an effective result-based M&E system including tools and technique in collaboration with World Vision, partners and program staff and ensure that M&E systems and procedures are well-integrated with donor and organisational reporting systems and procedures;
  • In liaison with Project Manager, develop M&E plans for the project and other monitoring, evaluation, research and learning tools for consistency with M&E needs;
  • Review logical frameworks, indicator matrices, Performance Management Plans (PMP) and develop data collecting schedules for the project;
  • Observing M&E Standard Operating Procedures (SOPs), and using appropriate M&E tools, travel to project sites and supervise and mentor Data Entry teams to ensure quality of data;
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Lead in the design and implementation of routine Data Quality Assessments and provide oversight in implementation all corrective plans from the exercise;
  • Help maintain data management systems and develop data analysis templates;
  • Provide oversight to project team on data collection and analysis, and to ensure the timely completion of M&E activities;
  • Manage data verification and analysis and process evaluations to ensure that learning is a central element of the project; update, maintain and manage databases for project;
  • Document best practices and lessons learned and share with program teams and relevant stakeholders to maximize impact of the project; foster a productive relationship and lesson-learned sharing culture among field office staff and within the M&E Unit;
  • Conduct capacity building mentorship and/or coaching for data Entry Clerks especially in data collection, Data capturing and data analysis;
  • Facilitate Collaborating, Learning and Adapting strategies to support the use of data and information from the M&E system for real-time decision-making to improve project implementation;
  • Ensure compliance with all donor, Pakachere IHDC, and other partners reporting requirements;
  • Complete other duties as necessary and assigned by Project Manager

  • To participate in wider organisational planning and review work and undertake follow up tasks as directed;
  • As required, feed into discussions; participate in team meetings and other internal and external organisational and decision-making groups;
  • Take part in organisation-wide activities as directed by senior management;
  • To represent Pakachere IHDC in external events, as agreed

Person Specifications


  • Educated to Degree Level
  • A bachelor’s degree in statistics, IT, business, social sciences, or other relevant field


  • Minimum 5 years of experience working on monitoring, evaluation and learning for donor funded projects;
  • Experience using monitoring and evaluation systems
  • Knowledge of major quantitative & qualitative monitoring methodologies and proven ability to design monitoring instrumentation tools
  • Extensive knowledge in (quasi-) experimental program evaluation designs
  • Broad experience in the design and implementation of capacity building activities in M&E
  • High level of proficiency in Windows Excel and/ or Statistical Software (SPSS, STATA)
  • Advanced skills in data analysis presentation and report writing
  • Excellent analytical skills combined with a proactive, energetic approach to problem solving

  • Self motivated and able to work independently.
  • Able to manage large portfolio/heavy workload and to deal with competing demands.
  • Ability to communicate clearly and assertively with a wide range of people form different cultures
  • High level of competency with spreadsheets and database
  • Good analytical skills and ability to deal with large quantities of data
  • Influencing and negotiation skills including the ability to represent Pakachere IHDC at external meetings
  • Writing, reporting and editing skills including the ability to present information in a coherent manner


  • Knowledge of international donor funding environment, including reporting requirements, trends, procedures and priorities. Those with experience managing Global Fund resources are preferred.
