1. Background

The Government of Malawi (GoM) has applied for financing from the World Bank toward the cost of the Southern African Trade and Connectivity Project (Project) to support efforts to reduce trade costs and time, increase access to improved infrastructure, and increase value chain development in targeted corridors of Malawi and Mozambique. The Project will be implemented over a period of 6 years. The Project will be managed by a Program Management Unit (PMU) under the Ministry of Transport & Public Works that will be responsible for the implementation of all infrastructure investment components. The PMU structure will include a multisector technical team comprising staff from various ministries and departments attached to the project as well as a team of fiduciary consultant staff recruited to support the implementation of the Project.

The Roads Authority now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for the following position:

Position: MONITORING AND EVALUATION (M&E) Specialist (Individual Consultant)

Skills and Expertise required

The M&E Specialist must have the following qualifications and expertise:

  •  University degree in areas relevant to Monitoring and Evaluation (M&E) (e.g. Economics, Social Sciences), master’s degree will be considered an advantage;
  •  Minimum of 7 years of experience in relevant professional areas;
  •  Demonstrated experience in developing indicators, performance monitoring plans, logical frameworks, results frameworks and M&E plans;
  •  Experience in computerized data management systems;
  •  Excellent management and coordination capacity for the technical implementation of programs, including detailed planning and preparation of technical reports and evaluation and monitoring;
  •  Excellent interpersonal, facilitation, communication and teamwork skills;
  •  Be proactive, have leadership skills and the ability to work in the office and in the field;
  •  Experience with protects financed by development partners, in particular the World Bank, will be considered an advantage;
  •  Ability to meet multiple deadlines and motivation to produce results and Impact; and Excellent knowledge of English.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
