Monitoring and Evaluation Specialist (Grade 16)- 2 Positions- Based at the National Office in Lilongwe

Purpose of the position:

The M&E Specialist has overall responsibility for providing coordination and leadership for monitoring and evaluation of the grant, including formative investigation (pre-intervention baseline), ongoing data collection, and summative research evaluation (post-intervention). M&E Specialist will also be responsible for the evaluation that will sum up the grant’s accomplishments in accurate and objective way. The Monitoring and Evaluation (M&E) Specialist will be responsible for establishing M&E and reporting systems for the project districts and provide technical assistance to improve their understanding of project evaluation and a performance-based management approach. In addition, to monitoring and evaluation, the position will support capacity building activities.

Major Responsibilities

  • Lead the development and implementation of the overall framework for grant M&E in accordance to the design document, donor requirements and MoH Malaria M&E
  • Plan Develop, pretest and adopt data collection tools. database and M& E System
  • Lead in impact planning to ensure the achievement of milestones set for priority indicators in the project Performance Framework and additional indicators at different levels of M&E, coherent with the GF NFM approved proposal.
  • Identify the core information needs of grant management, partners, and funding agencies
  • Participate in development of the National Malaria Control Program’s annual work plan and budget, to ensure WVM’s alignment with MoH technical strategy
  • Foster participatory planning and monitoring by engaging primary stakeholder groups in the M&E of activities
  • Provide leadership to project team and executing partners in preparing progress reports in accordance with approved reporting formats and ensure their timely submission. This includes quarterly progress reports, annual project reports, inception reports, and ad-hoc technical reports.
  • Organize (and provide) refresher training in M&E for project staff, implementing partners, and relevant stakeholders with view of strengthening local M&E capacity.
  • Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data (DQA).
  • Prepare consolidation progress reports for grant management including identification of problems, causes of potential bottlenecks in the project implementation, and providing specific recommendations
  • Coordinate and facilitate project review and leaning events and activities for project staff, MOH and all relevant stakeholders.
  • Recruit, guide and supervise consultants or organizations that are contracted to tools or conduct special surveys and studies required for evaluating grant effects and impacts.
  • Support supervision visits and training programs for community health workers in collaboration with Ministry of Health.
  • Conduct monitoring of post training activities to measure effectiveness of training programs and propose changes to training plans and approaches to ensure investment returns for capacity building for CHWs.
  • Perform any other duties assigned by Project Manager

Qualifications: Education/Knowledge/Technical Skills and Experience

  • Bachelor’s degree in Statistics, ICT, Public Health, or related social science area or Graduate University degree in basic Sciences with additional diploma or other M&E qualifications
  • At least 6 years of relevant experience with at least 4 years in designing and implementing monitoring and evaluation systems and formative or operations research for health, child welfare, or related programs in developing countries.
  • Demonstrated analytical skills and experience with both quantitative and qualitative research methods. Advanced Degree in Project Management or Monitoring and Evaluation.
  • Firm command of M&E issues, best practices and state-of-the art approaches related to populations of special interest.
  • Strong training and capacity development skills
