Job Description

The National AIDS Commission (NAC) is a body corporate established in 2001 and reconstituted through the HIV and AIDS (Prevention and Management) Act No. 9 of 2018 with new functional roles. The Act mandates NAC to coordinate and provide leadership for the implementation of the National response to HIV and AIDS. The National AIDS Commission (NAC) has secured funding from the President’s Emergency Plan for AIDS Relief (PEPFAR) through Centers for Disease Control and Prevention (CDC) in support of a project titled “Strengthening Multi-sectoral Coordination and implementation and Monitoring of HIV/AIDS in Malawi’. The purpose of the project is to reduce high HIV prevalence and incidence in Malawi, recognizing age, gender, and geographic disparities. It will provide coordination and support of HIV prevention activities offered by international and local partners related to VMMC, GBV, PrEP, KP, and other holistic services that target HIV risk favors. The project will also increase the ability of PEPFAR supported HIV/TB prevention programming in Malawi to successfully meet objectives in a cost efficient manner.

The target populations for this project include AGYW, KP (e.g. MSM and FSW) health care workers, adolescent boys and young men, boys and girls ages 9-14, other priority groups (e.g. tea plantation workers, fishermen), and men. NAC therefore seeks to recruit suitable candidates to fill the position listed below to work on this project for an initial one year contract subject to renewal depending on the availability of resources:  

Position: MONITORING AND EVALUATION OFFICER – 1 position. Contractual

Reporting to: Head of Planning, Monitoring and Evaluation

Overall Responsibility:

The Monitoring and Evaluation Officer (M&EO) is responsible for overseeing M&E project activities including their implementation, technical backstopping and coordination. The officer will ensure the timely and accurate collection, storage, processing, basic analysis and dissemination of M&E data: and for training other staff to assume day-to-day operational responsibilities for the M&E activities of the project.

Duties and Responsibilities:

The M&EO will, inter alia, undertake the following:
  •  Overall management of in-country project monitoring and evaluation activities, liaising closely with the other staff from the national health information system, and other relevant officials and departments within the MOH.
  •  Train and mentor staff, to enable them to assume expanded roles and an increasing level of responsibility for project M&E activities, while ensuring the quality and completeness of the project M&E systems and procedures.
  •  Coordinate and oversee the updating of the project Indicator Dashboard; assume primary responsibility for producing indicators and data emanating from the Health Information System and regular progress reports
  • Produce monthly and bi-annual Health Information System Reports, based on the existing templates.
  •  Assist in the production of the Monthly Report based on the standard format developed for the Project, and assuming responsibility for the M&E component of the report.
  •  Ensure that data from the M&E system are backed up regularly both to local and external hard drives.
  •  Assist in developing and regularly monitoring and updating the Project work plan, with specific reference to the M&E component, in collaboration with other stakeholders and assist in the preparation of progress and other reports as required.
  •  Participate in the preparation of new technical proposals as necessary.
  •  Analyze and implement all M&E activities described in the current project documents.
  •  Contribute to the preparation of the project Quarterly, Annual and other Progress Reports. This includes preparation of a narrative on all significant M&E activities.
  •  Assist in the preparation of other bulletins, news releases, and analyses of Project performance as required
  •  Performing other responsibilities / duties, as determined and agreed to by NAC Management and CDC from time to time.

Education Qualifications and Experience:

  •  Graduate degree n Epidemiology, Bio-Statistics, Statistics, Monitoring and Evaluation and/or Public Health is desirable with at least 5 years work experience.
  •  Monitoring and Evaluation Professional with health program M&E work experience in Malawi or other developing countries;
  •  Experience in managing and/or working with information systems in at least one of the following areas: health information, prevention data; non-biomedical data and Key Population data.
  •  Experience in teaching, monitoring and evaluation, database management, and data analysis using relevant software.
  •  Good interpersonal skills, team player, able to work under tight deadlines.
  •  Sensitivity to local HIV and AIDS space concerns and able to work with local and community-based providers from different cultural backgrounds.
  •  Fluent oral and written English is very desirable
  •  Experience in data processing and database management (from data capturing to data analysis for decision making). This should include good knowledge in the use of database management software (preferably, MS Access, SQL-Server and/ or other); SQL. MS Excel, and data analysis software (e.g. STATA, SPSS. EPI Info, and/or other).

Location and Travel:

The Project Staff will be based in Lilongwe at the National AIDS Commission with periodic travel to project implementing partners to facilitate coordination and represent the project in national fora as needed.
