UMODZI Consulting is a Malawian led professional team of consultants with cooperating international partners that provides market-led business development services (BDS) to corporate clients, non-governmental organizations (NGOs), small and medium-sized enterprises (SMEs) in Malawi and within the SADC region.

UMODZI Consulting has been working with United States African Development Foundation (USADF) in Malawi since 2019, to support the implementation of the USADF funded enterprises. With funding from USADF, UMODZI Consulting will be implementing a Livelihood Improvement Program in Neno District. The program will set up community owned integrated farming system demonstration units in communities around 14 health facilities that are part of “Partners in Health” (PIN) Package of Essential Noncommunicable Disease Interventions (PEN) Plus network of clinics within Neno District. UMODZI Consulting is inviting applications from suitably qualified persons to fill various positions as follows:

POSITION: Monitoring and Evaluation Officer 

Reports to: Project Coordinator

Purpose of the position

The Monitoring and Evaluation (M&E) Officer will be responsible for design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the project. M&E officer mainly play a critical role in developing a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the project to show impact.

Main duties and responsibilities

• Work closely with M&E officer from Partners office to develop project log frame matrix, particularly in the areas of performance indicators and their measurement;
• Train other project team members including extension officers on how they can collect critical information for measuring performance
• Assist in the development and/or finalization of the project work plan and keep it updated in accordance with project activities and timeframes as relevant.
• Work hand in hand with M&E staff from the Partners’ office to develop the overall framework, for project M&E, for example mid-term project review, impact assessment and final evaluation
• Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
• Support the project coordinator and M&E Officer from the Partners office Develop baseline data for each project component and for all project indicators.
• Develop a plan for project-related capacity building on M&E and for any computer-based support that may be required.
• Collect data on a regular basis to measure achievement against the performance indicators.
• Maintain the M&E database;.
• Identify lessons learned and develop case studies to capture qualitative outputs of the project.
• Provide advice to the Project Coordinator and Field Officers on improving project performance using M&E findings.
• Perform other duties as may be assigned by the Project Coordinator

Desirable skills

• Good knowledge of programme implementation, monitoring and evaluation techniques and practices.
• Familiarity with impact assessment an advantage
• Good knowledge and experience regarding gender mainstreaming.

• Experience in designing and managing project beneficiary monitoring and database systems.
• Experience in database management, and developing M&E and performance monitoring plans.
• Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
• Experience in developing and refining data collection tools.

Minimum qualifications

• Minimum university degree in statistics, demographics, international development, economics, or related field.
• Certificate in M&E will be an added advantage
• Minimum of two (2) years of professional experience in an M&E position responsible for implementing M&E activities of international development projects.
• Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
