Founded in 1987, AIDS Healthcare Foundation (AHF) is a global organization providing cutting-edge medicine and advocacy to over 1, 200, 000 people in 41 countries. In Malawi, AHF is working in partnership with the Ministry of Health (MOH) to strengthen access to quality of HIV/AIDS, Tuberculosis (TB) and Sexually Transmitted Infections (STI) treatment. The organization provides cutting edge treatment and medical care in some hard to reach health facilities located across four districts  Lilongwe, Dedza, Chikwawa and Ntcheu.

AHF Malawi invites suitably qualified persons to fill the following vacant position.

Position: MEDICAL MANAGER

Overall Responsibilities

The Medical Manager is a lead technical expert in HIV treatment and helps in incorporating and maintaining appropriate clinical standards in all AHF supported sites. S/He provides technical leadership, direction and mentorship to AHF Malawi team and supports the country program to professionally deliver quality clinical services by maximizing the potential of medical and non-medical staff involved in patient care. The Medical Manager is versed in global evidence and best practices for HIV treatment and clinical care and provides technical leadership to the entire team.

Essential Duties & Responsibilities

Leadership and Management Responsibilities:

• Liaises with the Country Program Manager in planning strategic program expansion to new districts and sites
• Attends key technical partners’ meetings and provides feedback to the Country Program Manager.
• Provides technical support to the treatment team, and work with the prevention leads to ensure linkage to treatment and care program through well-established processes of patient linkages and service integration
• Supports operations of the programs in the country to ensure efficient service delivery in each site/program

Clinical Responsibilities:

• Responsible for maintaining quality of clinical services in all AHF supported sites.
• Ensures that Continuing Medical Education (CMEs) are conducted in all sites and takes lead in the facilitation of CME sessions.
• Promotes the implementation of standard operating procedures for all activities relating to good clinical practice and ensures functional QI teams are in existence and functional at site levels
• Strengthens and ensures TB/HIV, PMTCT, ART and other integrated services are delivered in an integrated service delivery model.
• Ensures effective patient flow in all sites, especially those with high volume of patients and coordinate periodic operations research to monitor performance and assure improved quality.
• Remains updated on current trends, standards in clinical management of HIV/AIDS, and the Malawi ministry of health policy directions
• Ensures optimal operations of the laboratory services, including functioning of sample referral networks
• Remain a point person for management of difficult cases.

Supervisory Responsibilities

• Supervises and implements quality management activities and quality benchmarks monitoring, facilitation of quality assurance and quality improvement sessions.
• Provides technical leadership and mentorship to medical officers, medical assistants, clinical officers, nurses, laboratory technicians, working in the different facilities in the country to ensure continuous growth and learning
• Works with the program pharmacist to ensure that pharmacy operations are in accordance with good pharmacy practices
• Identifies and promotes operational research at country level and builds capacity among the staff in case presentations and elaboration of scientific papers
• Ensures effective patient flow in all sites, especially those with high volume of patients and coordinates time in motion surveys to monitor performance

Human resource responsibilities include

• Participates in setting performance targets, appraising performance, disciplining, addressing complaints and resolving problems of employees under his/her supervision.
• Develops the capacity of the workforce to contribute to and respond to strategic priorities, with emphasis on expanding access to ARV’s and continuously providing quality care.
• Organizes staff training on medical protocols, new guidelines/directives in accordance with current legislation etc.
• Encourages and fosters a positive culture and safe work environment for staff
• Maintains adequate provider staffing in each healthcare center to ensure smooth flow of services.

Education and Experience

• Minimum of a Bachelor of Medicine and Bachelor of Surgery (MBBS) from an accredited university with 5 years experience providing HIV care; plus at least 3 years of managerial experience and  training. Those with a Master’s Degree in a related field will have an added advantage.
• Must be trained in pediatrics and adult HIV Management.
• Must have a sound knowledge in medical disciplines to allow for accurate diagnosis and appropriate management of clinical problems.
• Knowledge of clinical protocols and procedures in the management of HIV related diseases.
• Previous experience working in partnership with government institutions.
• Registered with Medical Council of Malawi

Other Skills & Abilities

• Sensitivity to issues surrounding HIV and AIDS.
• Must be able to travel and invest 30% of his staff time to rural sites
• Ability to prioritize tasks in a rapidly changing environment.
• Ability to develop proposals, write abstracts and understand basic research concepts.
• Good communication and interpersonal skills.
