Job Title: Monitoring & Evaluation Officer

Job Location: Chikwawa, Malawi

Report to: MEAL Supervisor

Period: 3 Months

GOAL has been operating in Malawi since 2002, initially in an emergency capacity, and then as a broader health and livelihoods focused development programme. Globally, GOAL’s current strategic goals are as follows: i) communities attain optimal and resilient health; ii) vulnerable groups participate in and shape their society and environment; iii) households and communities have economic and food security. These objectives are in line with the Government of Malawi’s own developmental priorities, as laid out in the MGDS II.

General Description of the Role:

The MEAL Officer (s) will be responsible for carrying out all M&E activities on the ground under the cash transfer programmes. The key functions will include progress monitoring, data collection and inputting and reporting.

Key Duties:

  • Responsible for data collection (qualitative and quantitative) and inputting during surveys and other routine assessments.
  • Ensure that the data collected is accurate and is properly cross checked and entered into the information systems
  • Maintain good filling and storage (soft and hard copy) of M&E data and reports
  • Conduct onsite and other monitoring visits to all project sites in order to establish quality and adherence to required project implementation standards in all areas including beneficiary identification, service delivery and phase out.
  • Collaborate with local authorities and other agencies where relevant
  • Assist in the evaluation of project interventions and assess suitability for inclusion in future plans
  • Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur
  • Produce routine field monitoring and progress reports as requested by the M&E supervisor
  • Ensure that the project team is kept informed of the monitoring activities and internal information sharing and feedback is part of the programme planning and activities
  • Represent GOAL at monitoring and other meetings at community levels
  • Assist in various capacities and perform any other duties as requested by the M&E supervisor from time to time.
  • Conduct Information Provision & Feedback sessions with beneficiaries and guide beneficiaries seeking help through hotline and other complaints and feedback mechanisms
  • Receive, process and respond to beneficiary feedback and complaints and communicate progress back to beneficiaries
  • Present complaints and feedback report (including trend analysis) monthly to all project staff at Performance Tracker meeting and brief project team on accountability issues

  • Advanced Diploma in project management, Statistics, Social Sciences and Monitoring and Evaluation/Bachelors equivalent.
  • Previous field experience essential, preferably in data collections and inputting, monitoring emergency programmes
  • Proven problem solving and organizational skills, flexibility and calm under pressure
  • Good team-worker; able to live and work closely with a small team under isolated circumstances
  • Good listening and report writing skills
  • Ability and willingness to travel to, live in and work in sometimes difficult conditions
