Job Description

Emmanuel International Malawi is a locally registered Non-Governmental Organization working with rural communities in Malawi since 1987. Emmanuel International Malawi would like to implement a USAID-funded Leveraging Local Capacities to Strengthen Health Service Delivery Project. This Project will be for a minimum period of three years. The Project seeks to develop and implement of robust social and behavior change (SBC) interventions targeting key audiences to positively influence timely health-seeking behaviors at the individual, household and community levels, and address negative socio-cultural practices and gender dynamics (including GBV). The Project will also strive to (1) increase access to prompt, appropriate malaria diagnosis and treatment; and (2) demonstrate its feasibility and cost-effectiveness in high malaria burden settings.

Position Title: M & E Manager


Position Summary


To generate quality strategic M&E information in influencing programming and decision making, promote learning and information sharing among staff, partners and stakeholders. Manages M&E database and project management systems and processes to ensure program quality and provides technical and strategic M&E support to the organization


Responsibilities


  • Monitors M&E systems periodically and analyzes program strengths and weaknesses in relation to objectives to improve program quality and M&E standards.
  • Coordinates annual surveys, and special studies on timely basis, including management of consultants for survey, data management.
  • Analyses and reports data collected for survey timely
  • Timely collaborates with the research agenda teams, partners, Program Managers and M&E Officers on the compilation of monitoring reports for both internal and external users.
  • Assists with planning and participates in key donor visits by extracting relevant reports and developing graphic presentations to show progress.
  • Takes the lead in enhancing use of the GIS mapping gadgets to enhance project management systems and processes that will ensure program quality with the project by conducting data quality audits and ensuring that the program adheres to standards as specified in program agreement documents
  • Measures, monitors and evaluates project activities time to time to ensure effective implementation of activities
  • Conducts onsite verification of data and integrity of data management systems for smooth running of projects.
  • Reviews, updates and develops tools for monitoring, assessments and reporting to produce quality program reports that meet internal and donor requirements;
  • Builds capacities of all team members to effectively use management systems, practices and tools.
  • Trains program staff and partners in M&E, use of program MIS, use of monitoring and assessment tools and GIS so that they are able to work effectively.
  • Ensures complete usage of IT systems and procedures by identifying project’s IT needs and advise management accordingly;
  • Ensures training of staff in the use of IT equipment and applications and design back-up system for project’s documents and data management as need arises.
  • Ensures consistency in the objectives and success indicators of project time to time
  • Spearheads the development and timely delivery of relevant reports against outcomes.


Qualifications


  • Bachelor’s or Master’s degree preferred) in Social Science with emphasis in epidemiology, public health, statistics or a development related field
  • Demonstrated skills in M&E design with previous experience in application of quantitative and qualitative research methodologies especially in disease control studies and/or social behavior change interventions.
  • Experience in designing computer databases in Access, Visual Basics or in other database packages
  • Demonstrable computer literacy in MS Office – Excel, Power Point and Word
  • Experience in data analysis in SPSS, EPI Info or STATA
  • Ability and proven experience transferring knowledge through formal and informal training
  • Experience Managing staff, budgets and planning processes
  • Excellent presentation and communication skills
