Interim Deputy Team Leader - Malawi

Job Description


The Interim Deputy Team Leader will provide oversight of the interventions delivered by the technical leads of the Tithetse Nkhanza Programme, ensuring timely and high-quality delivery in line with the expected results and timeframes. They will report to the Team Leader, and work closely with the Team Leader, Programme Manager, Technical Leads, Technical Director and technical advisers throughout their work.

Specific Responsibilities

  • Responsible for results management alongside Programme Manager. Oversees delivery against targets and workplan and flags any strategic, programmatic or operational risks to the Team Leader, Programme Director and Technical Director.
  • Participate in regular Senior Management Team (SMT) meetings providing up to date information on progress against expected results, and any issues of concern.
  • Leading weekly technical meetings to highlight challenges, cross-over areas and review progress against their workplans. An oral briefing on key issues discussed is provided at the weekly SMT.
  • Overseeing internal programme coordination and coherence, looking for synergies across workstreams and with external partners; providing strategic guidance to technical leads to address challenges in implementation.
  • Leads and coordinates appropriate inputs from the PD, TL, TD and PM to quality assure programme documents, strategic communications, activity plans, activity budgets, training documents and other documents as required.
  • Responsible for monitoring value for money (VfM) of interventions, according to programme’s defined VfM metrics, alongside Programme Manager.
  • Working with team members to resolve issues as they arise, e.g. administrative issues or challenges in managing partners.
  • Leads on gathering team inputs into client reporting (including Quarterly Progress Reports) and other external communications.
  • Participates in regular meetings of the Safeguarding Committee

General Responsibilities

  • Adhere to Tetra Tech’s Code of Conduct, and all Tetra Tech policies, including Bribery, Corruption and Whistleblowing, and Safeguarding.
  • Adhere to Tetra Tech’s Duty of Care processes and follow all duty of care related advice from Tetra Tech Project Management, and Tetra Tech Head of Risk and Security.
  • Submit timesheets on a weekly basis in line with work undertaken.
  • Follow programme processes, including financial and human resources processes, as articulated in the Programme Operations Manual.
  • Support programme reporting as requested by the Programme Leadership (Programme Director, Team Leader, Technical Director).
  • Submit any technical outputs for review by the Programme Leadership before client submission, in accordance with Tetra Tech’s quality assurance procedures.
  • Carry out all other reasonable duties that are necessary to deliver the project on time and in accordance with client expectations, and as requested by the Programme Director, Technical Director or Team Leader.
  • Submit all technical outputs for Programme Leadership approval prior to client submission.

Person Specifications

  • Minimum of seven years’ experience in programme delivery and experience providing strategic oversight and coordinating programme delivery.
  • Experience working with HMG (FCDO) on commercial contract delivery.
  • Experience in programme budget oversight, preferably for a commercial contract
  • Experience working with a number of stakeholders and partners on work related to gender equality issues (work on violence against women and girls desirable) e.g. UN agencies, government and civil society organisations.
  • Experience working in Malawi.
  • Fluent English language skills.
  • Undergraduate degree (postgraduate desirable) in international development, gender, social sciences or another development related field.
  • Extremely high level of integrity and commitment to women’s rights and tackling violence against women and girls.
  • Understanding of safeguarding issues

  • Experience supporting Monitoring, Evaluation and Learning activities in programme implementation.
  • Disability and social inclusion expertise


This position is anticipated to require an engagement of three days per week from 01 February 2021 to 31 July 2021.
