EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence-based HIV prevention, care and treatment interventions in 179 health facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) -funded Achieving HIV Epidemic Control through Scaling up Quality Testing, Care and Treatment in Malawi.

Position : Information Technology Manager




Department : Operations


Location: Lilongwe


Reporting to : Director of Operations



Position Summary


The position is responsible to manage all Information Technology needs including equipment, systems, policies, and procedures at the Malawi office.



The Essential Duties and Responsibilities will include but not limited to;



Technical Support:
  • Responsible for providing technical support to Malawi office users in regard to IT systems and equipment.
  • Researches technical support issues and implement innovative solutions to EGPAF Malawi IT needs.
  • Liaise with EGPAF HQ regarding IT issues as needed.
  • Ensure security of IT software and systems.

Network Administration:
  • Responsible for managing Malawi office network and server on a day to day basis. Must ensure system stability daily in order to prevent lapses in network service.
  • Manages system back up administration including storage and retrieval on a daily basis
  • Working with EGPAF HQ, establishes new user e-mail and network account set-up.
  • Active Directory administration including user ID maintenance, role/user creation, and troubleshooting.

Training and Capacity Building:
  • Identify areas where users can be trained to improve basic computer literacy and assist users as needed and organizes needs assessments and trainings to build capacity.
  • Orientates all new staff to EGPAF IT equipment and systems.

IT Equipment and Systems Management and Procurement:
  • Work closely with the Procurement officer to ensure all equipment in the office is properly maintained and functioning well.
  • Sets up and configures end user desktops and laptop computers.
  • Timely replacement of equipment and computers in line with estimated longevity of spare parts and the Computer Retirement Policy.
  • Ensures Internet in office is operational, an appropriate Internet solution is implemented to ensure adequate speeds, and liaises with vendor regarding all Internet equipment and systems issues.

General:
  • Maintain a positive working relationship with all staff.
  • Assesses IT policies and procedures on an on-going basis to identify and propose new policies or changes as needed, in addition to monitoring the implementation of existing IT policies to ensure they are being properly adhered to.
  • Support the Director for Health Information Systems on project specific needs
  • Any other relevant duties as assigned by the Director of Operations and Country Director.


Qualification

  • Bachelor’s Degree in Information Systems or commensurate experience.
  • Current relevant technical certifications (prefer MCSE or A+ certification).
  • Three years’ experience in IT management and user support experience including PC hardware and software troubleshooting for in a busy institution.


Knowledge, Skills & Abilities

  • Windows (2000 and later) server expertise, Windows XP client configuration expertise
  • MS Exchange, Outlook and Office (2000 and later) deployment and administration
  • Microsoft 365 cloud administration experience (Teams, SharePoint and power Automate)
  • Familiarity with basic system administration tools and processes (Windows Server and Unix servers) including, Firewalls, DNS, WSUS, LDAP etc.
  • Fully knowledgeable on network security trends i.e. monitoring of Ransom Ware, Avoiding traffic loops to optimize internet speed, etc.
  • Extensive knowledge of Unix/Linux command line and unix Operating system troubleshooting
  • Knowledge on advance networking (VLAN setup, BGP, IPSEC), Full control of cisco routers and managed switched will be a plus, Experience with Mikrotik Access points configuring hotspots will also be a plus.
  • Fundamental understanding of operating systems
  • Broad knowledge of computer hardware, network operations and maintenance
  • Researching emerging technology trends
  • Focus on results for the clients and respond positively to feedback.
  • Consistently approach work with energy and a positive, constructive attitude.
  • Demonstrate openness to change and ability to manage complexity.
