Information Management Coordinator

Job Description

World Relief is an international Christian NGO working in health, economic development, disaster response, and refugee resettlement. World Relief’s mission is empowering local churches to serve the most vulnerable.

USAID awarded World Relief Malawi the Strengthening Community Health Outcomes through Positive Engagement (SCOPE) HIV project which seeks to address gaps in HIV care and treatment in order to achieve 95-95-95 goals by increasing HIV education, case finding, referral, and the return to care, and by raising awareness and justice for children by engaging faith communities, men and youth, and girls and young women at the grassroots level. The agreement period for award is March 1, 2020 to September 30, 2022.

World Relief Malawi, through the SCOPE HIV project, collaborates with key stakeholders to increase access to and utilisation of HIV care and treatment services, increase faith and community-based capacity and engagement in HIV prevention, care and treatment, influence behavior change towards seeking HIV care and treatment and SGBV services and strengthened linkages and retention for HIV care and treatment of the target population in Machinga, Mangochi, and Lilongwe Districts.

World Relief Malawi therefore invites applications from interested and qualified candidates to fill the following vacant position:


Job Title: Information Management Coordinator (1 x Position)

Reports to: Project Manager

Location: Lilongwe, Malawi

 

Key Responsibilities

World Relief is looking for an information management systems specialist to occupy the position of Information Management Coordinator under SCOPE HIV project responsible for Lilongwe, Machinga and Mangochi districts. He/she will report to the M&E Technical Officer. The overall purpose of the Information Management Coordinator is to equip and develop SCOPE HIV team capacity in the use of systems including Health case management, SMS messaging, and other reporting systems (including the DHIS2).

 

Specific Functions:

  • Capacity Building for SCOPE HIV Staff, Project Management for Information Management Systems
  • Oversees all aspects of in country Project Information and services with input from SCOPE HIV Project M&E Officer
  • Design survey questionnaires on a digital platform (e.g. ODK, etc.) for needs assessments, rapid response, or to measure program indicators to allow for data collection from handheld devices
  • Design and field test data entry tools
  • Able to clean and analyse digitally collected data, check for quality, and troubleshoot issues that arise in the field with data collection
  • Conduct training for enumerators of surveys
  • Plan for survey implementation and data collection, data complication, analysis, and report writing.
  • Use pivot tables or other methods to clean data sets and find mistakes in data entry.
  • Merge databases together to form a complete dataset
  • Review and test data to ensure validity of responses.
  • Create reports with graphics analysing or demonstrating project performance and quality
  • Develop reports or graphics standardized to program branding
  • Codesign a data management tool database, together with the M&E Technical Officers
  • Contribute to and securely maintain the structure of the database, updating it as needed with stakeholder feedback (Consider the User Experience (UX)/User Interface (UI) in this process).
  • Work with project staff to promote data visualization at the community level to encourage community ownership and decision making based on data
  • Participate in quarterly meetings and global Community of Practice with global project team to assess and learn from global trends
  • Provide support to performance evaluation process in collaboration with USAID Mission, global leadership team, and the external evaluation team


Qualifications & Experience:

  • Bachelors or Master’s Degree in Statistics, Demographics, Computer Science, Public Health with a focus on biostatistics, or a related field. Master’s degree or Bachelor plus an advanced certificate in M&E or statistics preferred.
  • At least 3 years experience in working with Information management systems in an international development project. Experience with USAID/PEPFAR or another publicly funded project preferred.
  • Critical thinking and creative problem-solving skills with ability to make sound judgement.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Computer literacy: CommCare or other mHealth platform, DHIS2, statistical analysis software (STATA, SPSS, SAS and or R), MS Word, Excel, Powerpoint and Skype. Experience with computer programming languages and mapping software is a plus
  • Familiar with data protection policies, laws, and standards
  • Knowledge and experience with qualitative and quantitative data collection and analysis
  • Experience in planning and managing surveys.
  • Experience developing and refining data collection tools, including using Open Data Kit for mobile data collection
  • Experience with data quality assessments and oversight.
  • Experience managing and providing ongoing training to field staff on M&E.
  • Strong relationship management skills and the ability to work effectively with local stakeholders
  • Attention to details, accuracy and timeliness in executing assigned responsibilities.
