Job Description

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objective in the field of international cooperation for sustainable development. GIZ operates in more than 130 countries around the globe. In Malawi, GIZ has been working for more than 50 years. Malawi is a priority for German international cooperation and currently focuses on three priority areas: education, health and private sector development in rural areas. In addition to our work on these areas, we also work on public financial and economic management and social protection.


The Malawi German Health Programme (MGHP) is the technical cooperation programme of the German Development Cooperation’s (GDC) support to the health sector in Malawi. It is commissioned by the German Ministry of Economic Cooperation and Development, BMZ, and implemented by GIZ. The Bill and Melinda Gates Foundation (BMGF) co-finances MGHP.


The title of the MGHP is “Health Systems Strengthening with a Focus on Reproductive Health”. MGHP provides technical support to the Ministry of Health (MOH), regulatory bodies, academic institutions, and implements interventions in the four target districts of Dedza, Lilongwe, Mchinji and Ntcheu.
The areas of support are (1) quality of care, (2) district HR management (3) health information and digitalization (4) central hospital reform and (5) epidemic preparedness.

The current programme phase runs from 01.08.2020 till 31.07.2023.

GIZ is recruiting an Infectious Diseases Advisor for the Malawi German Health Programme (MGHP).

Position: Infectious Diseases Advisor

A. Responsibilities


The technical advisor has the following core responsibilities:

  • Establish and maintain partnerships with relevant Ministry of Health departments, programmes and institutions including other stakeholders active in the field of epidemic preparedness and response
  • Facilitate an efficient flow of information between all involved institutions, the GIZ health office in Lilongwe and the GIZ technical advisors based in the districts
  • Provide advisory and capacity development services to the national and district health authorities, health facility management committees and health workers
  • Maintain up to date knowledge in epidemic preparedness and response and coordinate effective implementation of the GIZ support package

In this context, the position holder performs the following tasks in close collaboration with other international and national technical advisors of MGHP:

B. Tasks

Technical advice (capacity development)

  • Identify technical assistance (TA) and capacity development needs and opportunities at national and district level for support in MGHP’s result area epidemic preparedness
  • Provide technical assistance based on the identified needs with technical backstopping of an international Technical Advisor in Infectious Diseases
  • Organise, conduct and/or facilitate training sessions, coaching, mentorship, supportive supervision and stakeholder meetings in relevant areas of work

Management and coordination

  • Develop national and district specific operational plans and budgets based on the overall MGHP operational plan and specific partner needs
  • Plan, coordinate and provide administrative and financial support
  • Monitor implementation of the operational plan and take corrective action as required

Communication and networking

  • Create partnerships, linkages and synergies between national stakeholders
  • Support transparent communication and information sharing between MGHP, Ministry of Health, District Health Authorities and health workers
  • Represent GIZ in relevant meetings at national and district level.
  • Support knowledge management for MGHP by collecting and documenting programme activities, good practices and lessons learned

Other duties/additional tasks

  • Perform other duties and tasks at the request by GIZ management.

C. Required qualifications, competencies and experience


  • Master’s Degree in Infectious Diseases, Biostatistics, Epidemiology, Infection Prevention and Control, Public Health or any other similar degree with relevant modules for epidemic preparedness and control of infectious diseases

Professional experience

  • 5 years professional experience in a similar position
  • experience in at least three of the following areas; surveillance; outbreak investigation; healthcare  associated infections; water, sanitation and hygiene; integrated diseases surveillance and response; port health; infection prevention and control; biostatistics and epidemiology

Additional Competencies

  • good working knowledge of ITC technologies and computer applications (e.g. MS Office)
  • strong managerial and organisational skills
  • excellent communication and documentation skills
  • willingness to upskill as required by the tasks to be performed

It is expected that the period of employment will run from 01.08.2021 until 31.07.2023.
