Job Description

Partners in Health (PIH) is a non-profit organization based in Boston, Massachusetts, USA, whose mission is to provide a preferential option for the poor in health care. Through service delivery, training, advocacy and research, PIH works globally to bring the benefits of modern science to those most in need and to serve as an antidote to despair. PIH has programs in Haiti, Peru, Mexico, Russia, Rwanda, Lesotho, Malawi, Sierra Leone, Liberia, Kazakhstan and Boston.

 

PIH began working in Malawi in 2007, where today we support the Ministry of Health (MOH) to serve a catchment area of 165,000 through 12 health centers and two hospitals in partnership with our sister organizations. Abwenzi Pa Za Umoyo (APZU) is in Neno District and we seek to recruit suitably qualified and experienced candidates for the following positions:

Position Description Overview

The Human Resources Manager is a key member of the leadership team for APZU and has primary responsibilities that support strategic visioning for and management of HR systems. The manager will play a leading role in developing and implementing policies and programs that support APZU leadership in maintaining an engaged workforce, supporting the alignment of staff and managers. S/he will work with APZU leadership to understand needs of the organization, to propose policies and practices focused on improving the performance of employees, maintaining a high level of employees’ satisfaction, and ensuring communication of all HR and administration policies and practices. Additionally, the Human Resources Manager will also function as an advisor to the senior team, providing them with advice and counsel on leadership and organizational effectiveness and ensuring overall compliance with policies and implementation of the organization’s mission and talent management strategy.


Responsibilities and Duties

  • Supervising and leading the work of the HR department including developing and managing work plans and budgets and ensuring the quality and timeliness of HR service to employees and managers
  • Partnering with the leadership team to develop and execute the organization’s human resource and talent management strategy particularly as it relates to current and future staffing needs in recruitment, retention, and succession planning
  • Collaborating with executive and departmental leadership in developing strategic job requirements, skills and competencies required for each open position and ensuring that an effective recruitment and staff performance appraisal strategy is in place to enable the organization to attract and retain highly qualified employees
  • Overseeing all organizational interviews and ensuring they are conducted in a fair and transparent manner in order to properly evaluate each candidate
  • Working with other teams to update quality interview questions and evaluation tools and discussions
  • Facilitating rigorous professional reference and background checks on potential candidates to verify that they are eligible to work for the organization
  • Designing and implementing a comprehensive on-boarding package for newcomers that includes orientation and signing of contracts; and understanding of all key policies such as the terms and conditions of service; and sharing the organization’s values, norms, and vision—familiarizing them with the overall ethos of the organization
  • Providing support and guidance to senior management and other staff when complex, specialized and sensitive HR questions and issues arise
  • Executing routine tasks in delicate circumstances such as investigating allegations of wrongdoing and addressing reported grievances
  • Ensuring the organization has and follows a clear process for handling grievances, disciplinary procedures and terminations which may include consultation with legal counsel to ensure the organization acts in accordance with the law, to avoid any mishandled situations and subsequent
    lawsuits
  • Leading preparations for disciplinary hearing sessions, and handling the subsequent results of the hearing sessions
  • Administering exit interviews in times of terminations while maintaining staff retention tracking system
  • Ensuring that the organization complies with Government employment laws; labour policies and regulations; and recommended HR practices
  • Leading the organization’s reviews of policies and practices to maintain the organization’s compliance
  • Creating and implementing professional development programs, initiatives and policies that are well aligned to program development goals and organization’s strategic vision and plan and which allow employees to grow and develop in their current roles as well as prepare them for career advancement within the organization
  • Managing employer-employee relationship and cultivating a positive perception and culture where both sides see each other as mutual contributors to the organization
  • Creating and sustaining a safe working environment that promotes occupational health and safety; and respect the dignity of all employees by among other things ensuring that the workplace is free of danger and protected from harmful practices like discrimination, intimidation, sexual
    exploitation, abuse and harassment
  • Analysing trends in staff compensation and benefits; and then researching and proposing competitive base and incentive pay programs to ensure the organization attracts and retains top talent
  • Maintaining knowledge of trends, best practices, regulatory changes and new technologies in human resources, talent management, and employment law
  • Ensuring the HR department is maintaining personnel records (manual and electronic) in a complete, accurate manner and in accordance with data protection requirements
  • Developing annual work plans and budget and tracking spending closely (actuals and projections) and alerting team members in a timely fashion for any expected over- or under-spending
  • Collaborating with the global Chief Human Resources Officer of PIH and HR teams across PIH to continually innovate and improve the HR support provided to PIH globally
  • Ensuring all HR staff members meet the requirement of strict confidentiality of all HR information at all times



Qualifications, Attributes and Experience Required

  • Bachelor’s degree in Human Resource Management, Human Resource Development, Industrial / Labour Relations or related field from a recognized Institution required; Master’s degree will be an added advantage
  • At least five – eight years of human resource management experience required
  • Excellent verbal and written communication skills
  • Excellent interpersonal and negotiation skills
  • Excellent organizational skills with attention to detail
  • Excellent time management skills with a proven ability to meet deadlines
  • Strong analytical and problem-solving skills
  • Strong supervisory and leadership skills
  • Ability to adapt to the needs of the organization and employees
  • Ability to prioritize tasks and to delegate them when appropriate
  • Thorough knowledge of employment-related laws and regulations
  • Proficient with Microsoft Office Suite or related software
  • Commitment to health and social justice; with passion for strengthening the health system in Malawi
  • Willingness to live and work in a rural setting
  • Willing to commit to at least two years
