Human Resource Management Officer

Job Description

The Malawi Legal Aid Bureau, established under the Legal Bureau Act of 2010, is a national public institution mandated to provide legal aid to persons with insufficient means. In a bid to reach out to as many Malawians as possible, the Bureau invites applications from well qualified candidates to fill the following vacant posts:

JOB TITLE : Human Resource Management Officer 


RESPONSIBLE TO : Deputy Director 


SALARY : Within Grade I of the salary structure of LAB 

LOCATION : Headquarters 


The Human Resource Management Officer oversees human resource activities in the Malawi Legal Aid Bureau, including recruitment and selection, review, update and implementation of HR policies and procedures, performance management, staff development and remuneration. 


  • Oversee the development, in accordance with the Legal Aid Bureau practices and local employment legislation, and implementation of the HR handbook. 
  • Ensure HR policies and procedures align with HR functional areas and that programmes are in line with the Legal Aid Bureau values and principles. 
  • Maintain the Bureau’s Establishment of staff positions. 
  • Monitor changes in the employment law and how they affect conditions of service and make appropriate recommendations to Management. 
  • Advise Management on Human Capital forecasts -planning succession and career to ensure right skills and competencies. 
  • Ensure all recruitment is carried out in line with the recruitment policy and relevant legislation. 
  • Coordinate staff induction, training and development. 
  • Support management team in the development and implementation of an effective and objective performance appraisal system 
  • Maintain a training database of agreed training requirements and work with line managers and supervisors to help ensure training are conducted within a reasonable time frame. 
  • Monitor market conditions related to benefits to ensure that staff benefit levels are competitive. 
  • Ensure effective management of staff Pension schemes, Medical Insurance and processing compensations on accidents and other staff related insurance claims. 
  • Review the staff database and HR files on a frequent basis, ensuring they are maintained to the standard and kept up to date. 
  • Manage processes related to disciplinary actions, staff exiting and termination. 
  • Work with line managers and department heads to maintain leave plans for all staff for better planning to avoid gaps. 



Minimum Academic, Professional Qualifications and Work Experience 

  • Bachelor of Arts in Human Resource Management or Development 
  • At least 3 years’ experience as an HR generalist in a busy organisation 
  • Membership to an HR professional body 


Competences and Aptitudes 

  • Comprehensive knowledge of Malawi Labour Law. 
  • Fluent in English both writing and speaking 
  • Competent computer skills in Microsoft Word/Excel/PowerPoint/Outlook 
  • Excellent administration skills and a strong attention to detail. 
  • High level of discretion and confidentiality 
  • Calm, analytical with diplomacy and communication skills. 
  • Organized, a self-starter and an enthusiastic team player. 
  • Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions.
