Job Description

The National Oil Company of Malawi (NOCMA) whose main objective to ensure security of fuel supply in Malawi is a wholly owned Malawi Government Company established under the Company’s Act of 1984 on the 10th December 2010 and commenced its operation in 2012. NOCMA is responsible tor managing the Country’s million liters Strategic Fuel Reserves situated in Blantyre, Lilongwe and Mzuzu; and smaller depots in Chilumba, Chipoka and Mchinji.

Over the past eight (8) years, the Company has grown tremendously in its national strategic importance with its fuel importation market share growing from ten percent (10%) in 2015 to an average of sixty percent (60%) in 2019/20 and this has been matched with growth in Institutional capacity and investments to enable efficiency and effectiveness in executing its mandate.

In its drive to censure improved and sustained efficiency and effectiveness in delivery of its mandate. NOCMA is seeking to recruit qualified and experienced candidates to fill various highly rewarding positions that have arisen within the Company.

Job Title : Human Resource and Administration Officer

Grade : NOC6

Department : Corporate Services

Reporting to : Human Resource and Administration Manger

Responsible for : Assistant HR and Administration Officer; Secretary

Purpose of the Job :

To provide support in the management and administration of the Company’s human resource and administration services.

Key Roles and Responsibilities

  • Assisting in formulating and updating job descriptions
  • Interpreting and recommending for review, HR and administration policies
  • Coordinating and managing the recruitment processes
  • Carrying out performance appraisals for staff under his/her charge
  • Carrying out training needs assessment and preparing training plans
  • Handling staff disciplinary issues and grievances
  • Administering staff welfare initiatives
  • Arranging and administering new staff induction programs
  • Developing and maintaining database of HR and administrative records
  • Overseeing the management of the Company’s fleet
  • Coordinating the maintenance, rehabilitation and insuring of property
  • Writing and submitting reports

Minimum Qualifications and Work Experience

  • A Bachelor’s Degree in Human Resource Management, Public Administration or Strategic Management.
  • At least four (4) years work experience at that level in a busy environment
