Job Description

INTRODUCTION

Blantyre Synod Health and Development Commission (BSHDC) is the Health and Development arm of the CCAP Blantyre Synod, serving the Southern Region of Malawi and part of Ntcheu. BSHDC works in four thematic areas: Health, Livelihoods, Orphans and other Vulnerable Children (OVC), and Governance. BSHDC is a member of N’zatonse Consortium, a grouping of development partners that are implementing a project entitled: Strengthening Public-Private Partnership in Sexual and Reproductive Health and Rights project with funding from the German Development Bank (KfW) through Dan Church Aid Malawi.

BSHDC is seeking the services of qualified personnel for N’zatonse SRHR project as follows;


Position : Health Project Manager – N’zatonse Project


Reporting to: Head of Programmes


Location : Blantyre


Roles and responsibilities


Project Management

  • Oversee the effective planning, implementation, monitoring, reporting and evaluation of the project to achieve the defined project objectives.
  • Provide technical advice, support and links to project structures particularly in the design of activities and in developing partner relationships to ensure effective programme delivery.
  • Ensure documentation of programme impact and learning.
  • Prepare reports for submission to donors, ensuring compliance with contractual rules and regulations.
  • Oversee the effective implementation of the Monitoring and Evaluation framework in collaboration with Health Programme Team ensuring sharing of knowledge and learning.
  • Ensure that gender issues and government policies are prioritized and monitored throughout the Project period.

Coordination of Project
  • Facilitate effective coordination and collaboration between and amongst stakeholders.
  • Coordinate the project and give strategic oversight including organizing and convening quarterly, annual meetings to review the project progress and performance.
  • Coordinate operational monitoring of project activities including organizing and convening monthly progress meetings of the Health programme team.
  • Link up with stakeholders to ensure the project is given optimum support for effective delivery.

External Engagement and Representation
  • Act as the main focal point for engagement with and accountability to Health Programme.
  • Represent the programme in engagement with key stakeholders including governance institutions and civil society networks to ensure support for the project.
  • Develop communications plan, coordinate communications and dissemination activities, ensuring that other stakeholders are kept informed of progress and key issues.

Financial Management and Reporting
  • Ensure that the work plan and expenditure conforms to the programme budget and remains within agreed limits.
  • Facilitate necessary revisions for effective programme delivery.
  • Follow up and review financial reports from all programme stakeholders to ensure compliance with the reporting schedules.
  • Ensure that all financial documents are properly stored and archived for referencing and verification during internal and external audits.
  • Compile and manage a risk register for the project.

Managing people
  • Line manage Project Officers and local Facilitators and contribute to the management of matrix reports including recruitment, induction, setting performance objectives, individual work planning, performance management, personal development, coaching and mentoring.

PERSONAL SPECIFICATIONS

  • A Bachelor’s Degree in Health related qualifications. Those with Master’s Degree will have an added advantage.
  • At least 5 years experience working in an NGO using rights based approaches.
  • Good understanding of Sexual reproductive health issues.
  • Comprehensive understanding of both policy issues and project practice on Health Programme.
  • Experience of developing, planning, managing and reporting on institutional donor-funded projects.
  • Solid project management skills and experience of managing complex projects with a wide geographical scope requiring strong collaboration.
  • Strong networking/ relationship-building skills, resourcefulness to understand and synthesize diverging points of view and resolve conflicts without escalation.
  • Team coordination skills, ability to negotiate, influence and facilitate activities with colleagues to get results without formal line management authority.
  • Energetic, enthusiastic and interested in learning within a changing and diverse work environment.
  • Very good communication skills (verbal and written) to work well with others.
  • Good information and Communication Technology skills including familiarity with Microsoft Word,PowerPoint and Excel.
  • Liaise with Synod and Presbytery leaders to develop and overall an intervention strategy to identify and assist community responses to health issues.
  • Those who once worked on closely related roles and responsibilities in the N’zatonse consortium will be highly preferred.
  • Practicing Christian with a good standing with his/her church
